The Hearing was called to order with the following present:

PURPOSE OF THE HEARING: SPECIFIC USE PERMIT NO. 23
REQUEST OF DON CARBONE, OWNER, FOR A SPECIFIC USE PERMIT IN
AN OFFICE AND PROFESSIONAL ZONE (OP) TO CONSTRUCT A SINGLE
FAMILY DWELLING ON THE FOLLOWING DESCRIBED PROPERTY, TO -WIT:
LOTS 3 & 4, BLOCK 9, OLD TOWNSITE (2305 AND 2307 PARK AVE-
NUE)

SPEAKING FOR THE PROPOSED REQUEST:
1. Don Carbone, P. O. Box 343, Pearland. Mr. Carbone stated he
wished to build a house in the old townsite.
SPEAKING AGAINST THE PROPOSED REQUEST: None
QUESTION AND ANSWER PERIOD:
There was a question regarding the difference in lot numbers and
house numbers.
It was announced the Planning and Zoning Commission would meet
immediately following the joint public hearings in the second
floor conference room to consider this matter.

REQUEST OF E. MAURIS HARDCASTLE, AGENT FOR RICHARD SIMPSON,
OWNER, FOR AN AMENDMENT TO THE LAND USE AND URBAN DEVELOP-
MENT ORDINANCE FROM CLASSIFICATION GB, GENERAL BUSINESS, TO
C, COMMERCIAL, ON THE FOLLOWING DESCRIBED PROPERTY, TO -WIT:
5.8891 ACRES OUT OF THE THOMAS GREEN SURVEY (2900 BLOCK OF
E. BROADWAY (FM 518)

SPEAKING FOR THE PROPOSED REQUEST:
1. Richard Simpson, 2712 Country Club. Mr. Simpson stated he
had purchased the property and has several business opportu-
nities and would like a zone change to commercial.
2. Mauris Hardcastle, 2403 Kay. Mr. Hardcastle stated he would
like to go on record as being in favor of this zone change
and stated he felt it would be beneficial to the area.
SPEAKING AGAINST THE PROPOSED REQUEST:
1. Tom Reid, 2716 Stratford. Mr. Reid stated he had been asked
by the First Presbyterian Church to speak in its behalf
stating its opposition to the proposed change in zoning.
The property in question to be rezoned shares a common
border with the church and the church members feel it will
negatively impact their church. Mr. Reid expressed the
desire that the FM 518 corridor remain a general business
area which would allow it to remain attractive and posi-
tively developed.
2. Rev. Casey Jones, 3405 Westminster. Mr. Jones stated the
governing body of the Presbyterian Church had unanimously
petitioned as being against the proposed rezoning of this
area.
3. Wayland Waters, Presbyterian Church. Mr. Waters asked the
difference in Commercial and General Business zones and Don
Guynes, Chief Building Official, read these definitions from
Ordinance No. 509.
QUESTION AND ANSWER PERIOD:
Council and the Commission engaged in a discussion about allowed
uses under General Business and Commercial zones. Those speaking
in opposition to the proposed zone change remarked they were
especially opposed to the area being used for storage buildings.
Again, Planning and Zoning Chairman Tetens informed this item
also would be considered in the meeting to be held by the Commis-
sion after the hearings.
The Hearing adjourned at 6:54 P. M.
