R2018-21 A Resolution of the City Council of the City of Pearland, Texas, approving a change order with Construction Masters of Houston, Inc., in the amount of $87,472.06 associated with the Delores Fenwick Nature Center Project (Fire Protection Improvements). Alternative automatic fire -extinguishing systems complying with Section 904 shall be permitted in lieu of automatic sprinkler protection where recognized by the applicable standard and approved by the fire code official. International Building Code 903.1.1 Alternative protection. Alternative automatic fire -extinguishing systems complying with Section 904 shall be permitted in lieu of automatic sprinkler protection where recognized by the applicable standard and approved by the fire code official. International Building Code 903.2 Where required. Approved automatic sprinkler systems in new buildings and structures shall be provided in the locations described in this section. Exception: Spaces or areas in telecommunications buildings used exclusively for telecommunications equipment, associated electrical power distribution equipment, batteries and standby engines, provided those spaces or areas are equipped throughout with an automatic fire alarm system and are separated from the remainder of the building by fire barriers consisting of not less than 1 -hour fire -resistance - rated walls and 2 -hour fire -resistance -rated floor/ ceiling assemblies. 903.2.1.3 Group A. An automatic sprinkler system shall be provided throughout buildings and portions thereof used as Group A occupancies as provided in this section. For Group A-1, A-2, A-3 and A-4 occupancies, the automatic sprinkler system shall be provided throughout the floor area where the Group A-1, A-2, A-3 or A-4 occupancy is located, and in all floors between the Group A occupancy and the level of exit discharge. For Group A-5 occupancies, the automatic sprinkler system shall be provided in the spaces indicated in Section 903.2.1.5. Group A-3. An automatic sprinkler system shall be provided for Group A-3 occupancies where one of the following conditions exists: 1. The fire area exceeds 12,000 square feet (1115 m2). 2. The fire area has an occupant load of 300 or more. 3. The fire area is located on a floor other than the level of exit discharge. Explanation of forthcoming Date: January 4, 2018 change order for fire suppression system explained below. Clay Re: Delores Fenwick Nature Center— Upcoming Change Order Project Update The construction contract was approved and awarded to Construction Masters of Houston, Inc. on October 9, 2017. A kick off meeting was held October 26, 2017 with the contractor, Parks & Recreations, Keep Pearland Beautiful, and the Facilities Maintenance Division. The Notice to Proceed was issued November 6, 2017. To date the contractor is complete with placing their job trailer, silt and metal fencing around the construction site and SWPPP erosion controls. The clearing and grubbing of the site was performed to prepare for excavation of the sub -grade for the building pad. Select fill has been placed, proof rolling transpired and the storm sewer was completed under the new driveway. Paving has been cut to grade, all underground utilities and electrical conduits were installed, rebar was inspected and all the foundation piers were drilled and poured in early November. Grade beams were excavated, lime -stabilization, termite treatment and forming for prep of the building pad was performed. The slab for the foundation has recently been poured. Change Order Background: At the October 9, 2017 Council Agenda meeting, the construction contract for Construction Masters was awarded including the base bid and Alternate #1 (Open Air Pavilion). The awarded scope of work for the Nature Center did not include the Fire Sprinkler system which was originally value engineered out of the project based on the understanding that the size of the building did not require sprinkling. The system was bid as Add Alternate #2 (Fire Sprinkler System) so that a price could be obtained under competitive conditions in the event that it was required. Page 1 The Nature Center was designed to be used as an educational facility to host no more than fifty-five students and teachers at a time. With the acceptance of Add Alternate #1 (the Open Air Pavilion), the occupant Toad of the building increased due to the added square footage of the Pavilion, requiring a fire sprinkler system to be provided. In staff discussions with the Fire Marshall and at the request of the City's Parks and Recreational Department it was determined that in the interest of public safety the Fire Sprinkler System should to be added back to the project. Fire Sprinkler System Field conditions discovered after bid, regarding the location of the existing water main, required the fire water supply to the building to be re -designed, resulting in a moderate increase to the cost of installation. The revised total to add the sprinkler system and relocate the fire water supply to the facility is $87,472.06. The project budget can support the additional cost of this change of scope. Recommendation Staff will recommend that Council approve and authorize Change Order #1 containing the Fire Water line, Sprinkler System and associated equipment in the amount of $87,472.06.
