R2018-174 2018-09-17 RESOLUTION NO. R2018-174 A Resolution of the City Council of the City of Pearland, Texas, urging the U.S. Army Corps of Engineers to expedite the design and construction of the fully funded and authorized Clear Creek Federal Flood Risk Management Project, and consider the Project for implementation under the Non-Federal Implementation Pilot Program with the Harris County Flood Control District as the lead non-Federal sponsor. WHEREAS, the Clear Creek Watershed is a major Texas drainage artery that drains 260 square miles serving Harris, Brazoria, Fort Bend and Galveston Counties and sixteen cities, many of which have experienced severe structural and non-structural flooding over the past 29 years; and WHEREAS, design and construction of the Clear Creek Flood Control Project has been fully authorized by Congress in the 1960's; and WHEREAS, the watershed has been impacted by multiple rain events causing substantial damage and repetitive flooding to over 3,000 residential structures along Clear Creek and its tributary channels; and WHEREAS, the U.S. Army Corps of Engineers (Corps) Galveston District's General Re-evaluation and Review (GRR) of the Clear Creek Project was completed in October 2012; and WHEREAS, the GRR demonstrates the benefits of the Project throughout the watershed including residents and businesses in Brazoria County and Galveston County; and WHEREAS, funding of$295 million was allocated to the project in July 2018; and WHEREAS, the Harris County Flood Control District (HCFCD), Brazoria Drainage District No. 4, and Galveston County ("Local Project Sponsors") fully support the Project and have requested to have the planning, design and construction of the Project locally-led by HCFCD; and WHEREAS, HCFCD has significant experience administering Federal funds on major drainage projects as a lead non-Federal partner of the Corps of Engineers; and WHEREAS, HCFCD has a positive history of close coordination with all local entities that have jurisdiction within the Clear Creek Watershed; now therefore, RESOLUTION NO. R2018-174 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. The City Council strongly urges the expeditious start and completion of the funded and authorized Clear Creek Federal Flood Risk Management Project to protect the health, safety and welfare of citizenry in the Texas Counties of Harris, Brazoria, Fort Bend and Galveston; and Section 2. The City Council strongly encourages the U.S. Army Corps of Engineers to consider the Project for implementation under the authority of WRRDA 2014, Section 1043 (Non-Federal Implementation Pilot Program) with HCFCD as the lead non-Federal sponsor.
