The Hearing was called to order with the following present:

PURPOSE OF THE HEARING:
SPECIFIC USE NO. 22, REQUEST OF RWS ARCHITECTS INCORPORATED,
AGENT FOR PEARLAND INDEPENDENT SCHOOL DISTRICT FOR A SPECIF-
IC USE PERMIT TO CONSTRUCT A PUBLIC ELEMENTARY SCHOOL FACIL-
ITY IN AN R-1 ZONE ON APPROXIMATELY 77,000 SQUARE FEET ON
THE FOLLOWING DESCRIBED PROPERTY, TO -WIT:
LOT 1 OF RUSTIC LANE ESTATES SUBDIVISION, PERRY & AUSTIN
SURVEY, ABSTRACT 111, PEARLAND, BRAZORIA COUNTY, TEXAS.
(C.R. 391 AND RUSTIC LANE)
SPEAKING FOR THE PROPOSED REQUEST:
As no one representing the agent or owner was present, City Manager
Grohman explained the School District had requested this specific use
permit to construct an elementary school on the property. A portion
of the property which was not in the City limits has been requested to
be annexed by the District.
1. Pat Goodman, 715 Rustic Lane. Ms. Goodman stated she was in
favor of the school being constructed in the area but voiced
concern about saving the trees on the property.
2. Roger Merrill, 4027 DeLeon. Mr. Merrill stated he would
soon be building a house in the area and was in favor of the
school being built.
SPEAKING AGAINST THE PROPOSED REQUEST:
1. Bruce Vaughn, Sr., 2523 C.R. 391. Mr. Vaughn stated he was
not against the school being constructed but was concerned
about property values, traffic in the area, the condition of
the road, and obtaining City water and sewer service to his
home.
It was suggested to Mrs. Goodman that the School Board and the Archi-
tect be made aware of her concern about the trees.
City Manager Grohman addressed the questions asked by Mr. Vaughn,
stating that the condition of the road is of concern to the City but
that a temporary patch job will be all that is done for now until the
construction trucks are through in the area and the paving can be done
,—. correctly. Mr. Grohman discussed extending water and sewer services
to those outside the City limits and stated the City hoped to develop
a policy wherein those desiring these services would sign an annexa-
tion agreement. Mr. Vaughn indicated a desire to be annexed.
QUESTION AND ANSWER PERIOD:
During the question and answer period, Planning and Zoning Commission
Chairman Al Lentz introduced his Commission members and explained the
procedure to be followed. He informed the Commission would meet in
the second floor conference room immediately following this public
hearing to make its recommendation to Council regarding action on this
request.
