Clay Re: Advanced Meter Infrastructure Technology Background On March 26, 2018,. council awarded a contract for the advanced meter infrastructure (AMI) implementation to Itron. (During the negotiation process, the Information Technology) Department removed several technology items from the Itron contract.) (The purpose of removing the equipment from the contract was to allow the City to procure the technology directly with the vendor. This allows the City to get the equipment at the best possible cost by eliminating a markup fee (typically 10-20% of the equipment cost),taking advantage of the city's co-operative agreements (such as Texas DIR), and:: allowing the Information: Technology Department to oversee and manage the technology implementation and verifying that the equipment and software are. compatible with the City's current equipment and security philosophy. The City has utilized this process for several projects, with success and savings, that include the Reflection Bay Water Reclamation Facility Expansion, Fire Station No. 2, Fire Station No. 3, City Hall Renovation and plans to continue this process with the Surface Water Treatment Plant. Current Status The Information Technology Department has been working with Itron since the contract award to compile a list of the equipment necessary to build the infrastructure capable of handling the addition of 37,000 meters. There are several components that are involved with this implementation and are required for the deployment of the meters. Since the advanced meter infrastructure is a fundamental shift from the current automatic meter reading (AMR or drive-by reading) the solution requires heightened focus on securing the environment from end-to-end (meter to application). It also requires a method to manage the environment to ensure communication is continuously operational between the application software and the meters. Itron provided a list of the equipment necessary to operate the City's solution and the Information Technology Department has received pricing back on those components with an expectation it will go to Council for approval on July 9th.UThe cost of the equipment is $348,102.10 and is significantly lower than.the Itron proposed costsThe balance of the savings has been set aside in the technology(FF&E) budget line item to address any potential unforeseen needs that may result from the communication/network studies that are being performed by Itron. An example of this need would be for any poles that are necessary for the communication system study. These would be the responsibility of the City to install even if we left all the technology with Itron. Future Status Once the equipment is procured, the Information Technology Department along with Itron will begin building and configuring the environment which is expected to take approximately 7-9 RESPONSIVE RESULTS-ORIENTED TRUST-BUILDERS ACCOUNTABLE months to implement. The implementation is phased in over the life of the project which is anticipated to last 18 months. The procurement is part of the critical implementation path item but will not impact meter replacement as this system can also work in drive-by mode. While this is not an expected outcome, it does provide an alternative should any issue arise. Currently the project is on schedule and there are no unforeseen impacts.
