R2018-090 2018-05-14 RESOLUTION NO. R2018-90 A Resolution of the City Council of the City of Pearland, Texas, amending a contract for disaster recovery and public assistance services with DCMC Partners, associated with the Hurricane Harvey recovery, in an additional amount not to exceed $200,000.00 (total contract sum of$620,000.00). BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That certain second amended contract for disaster recovery services, a copy of which is attached hereto as Exhibit "A" and made a part hereof for all purposes, is hereby authorized and approved. Section 2. That the City Manager or his designee is hereby authorized to execute and the City Secretary to attest a second amended contract, for disaster recovery and public assistance services associated with Hurricane Harvey recovery. Identification and documentation of acquisition priorities for the City; 2. Identification of target properties for the City; 3. Development of application development tracking materials, including: a. Property identification; b. Priority ranking; c. Owner participation (public outreach); and d. Definition of appeals process for property value disputes. 4. Development of public outreach materials, including: a. Project description handout; b. Public meeting presentations; c. Voluntary participation statements; and d. Duplication of benefits worksheet. 5. Public outreach to inform property owners of the opportunity and priorities; 6. Serve as point of contact for property owner questions or inquiries; 7. Identification of voluntary participants who are interested in participating in the project; 8. Verification and documentation of duplication of benefits for each property; 9. Final selection of properties to be included in project application, including alternate properties; 10. Establishment and documentation of process for tenant assistance (compliant with the Uniform Relocation Act); 11. Documentation of property owner eligibility, including: a. Ownership; b. Benefits received to date (including NFIP); and c. Voluntary participation statement. 12. Establishment of pre-disaster fair market value of property; 13. Documentation of cost-effectiveness of each property, including BCA and aggregate BCA(if required); 14. Documentation of property for environmental and historic preservation compliance, including site phots; 15. Drafting of application, including narrative, milestones, and cost estimate; 16. Review of application with City leadership; 17. Submission of application to TDEM; 18. Response to any Requests for Information from TDEM or FEMA, including any additional documentation from property owner; and 19. Receipt of project award notification from TDEM. Mitigation Specialist: NTE 38 hours per structure x $125 per hour(plus expenses) Project Manager: NTE 6 hours per structure x $145 per hour(plus expenses) Acquisition Project Implementation Task(HMGP) City of Pearland, Texas 28 February 2018 Work will consist of the implementation of a private property acquisition/demolition project, to include the following tasks: 1. Technical assistance to the City regarding the conditions of award; 2. Completion of reports to City; 3. Development of acquisition order and schedule; 4. Assistance with development of RFPs, such as demolition, legal,title searches, etc.; 5. Notification to participating property owners of acquisition order and schedule; 6. Documentation of duplication of benefits for each property; 7. Work with closing attorneys to schedule closings; 8. Work with demolition contractors to schedule demolition of acquired structures; 9. Prepare project completion paperwork for grant; 10. Submit project completion paperwork on behalf of City; 11. Assist with closeout of City's grant. Mitigation Specialist: NTE 42 hours per structure x $125 per hour(plus expenses) Project Manager: NTE 6 hours per structure x $145 per hour(plus expenses)
