A special meeting of the Pearland City Council was called to order by
Mayor John Kegley in the City Hall with the following present:

Mayor Kegley opened the meeting and stated that the purpose of the
special meeting was to read the Building Code Ordinance for the third
and final reading, to discuss Sewer Plant Site No. 2, lines and ease-
ments and any other pertinent business that might properly be brought
before the Council.
Building Code Ordinance No. 116 was read in its entirety, said Ordinance
reading in part as follows: AN ORDINANCE TO BE CALLED "BUILDING CODE
OF THE CITY OF PEARLAND CREATING A BUILDING CODE PRESCRIBING DUTIES
AND QUALIFICATIONS OF OFFICIAL; PROVIDING FOR PERMIT; DOING OR CAUSING
TO BE DONE CONTRACT WORK; PRESCRIBING FEES; PROVIDING EXCEPTIONS:
REGULATING QUALITY; TYPE AND KIND OF METERIAL AND MANNER OF INSTALLATION
REFERRING TO SOUTHERN STANDARD BUILDING CODE AND ADOPTING SAME: PROVIDING
FOR APPOINTMENT OF BUILDING INSPECTOR AND INSPECTONOF ALL BUILDINGS.
A motion was made by Councilman Calvin, seconded by Councilman Shukanes
that further action on the Ordinance be tabled until such time as a
committee, appointed by the Mayor, could study and make recommendations
to the Council. WHEREUPON, the question was asked and the motion
carried, all Councilmen voted "aye" with no "noes."
Mayor Kegley appointed the following committee to study the Building
Code Ordinance: M.R. Swensen, Chairman, Pete Bonario, David L.
Smith and Gene E. Sanders.
Mayor Wagner of Friendswood was recognized and gave the ~$ufi~'il a brief
resume of the recent hearing in Austin on the Clear La~e 'Water Pollution
Hearing.
The Subdivision Committee instructed to draft a letter-for Council
approval to Walsh & McLaren in answer to their letter ef October 18,
1965. ~'~
A motion was made by Councilman Shukanes, seconded by Councilman Sanders
that Engineer's Final Estimate No. 4 - Dalsco, Inc., for Sanitary Sewer
in Westminister Subdivision, McGinnis Subdivision and F. M. 518 be
approved for payment in the amount of $3,854.77; that Engineer's
Certificate of Completion be accepted; that Mayor Kegley execute the
Certificate of acceptance to Dalsco. WHEREUPON, the question was asked
the the motion carried, all Councilmen voted "aye" with ho "noes."
A motion was made by Councilman Calvin, seconded by Councilman Cogbill
that Broadway and Austin be made a 4-way Stop intersection until such
time as the Highway Department completes their work in this area.
WHEREUPON, the question was asked and the .motion carried, Councilmen
Calvin, Nolen and Cogbill voting "~y~ with C~uracilmen $hukanes

A motion was made by Councilman Nolen, seconded by Councilman Shukanes
that the Double L Corporation be given a refund check for the 10 water
and sewer connections referred to in their letter of October 29, 1965.

That future refunds be made for five (5) connections until,· the City's
liability has been discharged. WHEREUPON, the question was asked and
the motion carried, all Councilmen voted "aye" with no "noes."
Councilman
A motion was made by Sanders, seconded by Councilman Shukanes that due
to the increasing traffic conjestion in this area that the Orange Street
Railroad Crossing project be placed on an emergency basis. WHEREUPON,
the question was asked and the motion carried, Councilmen Nolen,
Sanders and Shukanes voting "aye" with Councilmen Cogbill and Calvin
voting "no."
The City Secretary was instructed to contact the residents of West-
minister that have not tied into the sewer line and reqmest that ~
they do so.
A motion was made by Councilman Shukanes, seconded by Councilman Nolen
that a letter be written to Walsh & McLaren instructing them to stake
the sewer line on Creekridge Drive to the first manhole located between
Lots 6 and 7, Block 2, McGinnis'Subdivision, a distance of 430 feet.
WHEREUPON, the 'question waS asked and the motion carried, all'Councilmen
voted "aye" with no "noes."
A motion was made by Councilman Shukanes, seconded by CoUncilman Sanders
that the right-of-way deed for the sewer line to Sewer Plant Site No. 2,
and the deed for the plant site proper be delivered to the Alexander
Estate for execUtion. WHEREUPON, the question Was asked and the motion
failed, with CoUncilmen Sanders and Shukanes voting "aye" with CounCilmen
Nolen, Calvin and Cogbill voting "no."
A motion was made by Councilman Calvin, seconded to Councilman Nolen
that the City Secretary contact City Attorney Jack Harrison and set
up a meeting with the City Council at his earliest convenience, along
with the City EngineeF, to attempt to resolve this matter. WHEREUPON,
the question was asked and the motion carried, Councilmen Nolen, Calvin
and Cogbill voting "aye''~ with Councilmen Sanders and Shukanes voting
A motion was made by Councilman Nolen, seconded by Councilman Cogbill _~
that Check No. 908 in the amount of $134.16 payable to the Crown
Printing Company and Check No. 74 in. the amount of $3954.?? payable
to Dalsco, Inc. be signed at t~ts .meeting. WHEREUPON, the question
was asked and the motion carried, all Councilmen present voted "aye"
with no "noes."
