MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL
CITY OF PEAR LAND, TEXAS, HELD ON AUGUST 4, 1965 AT 7:30 P. M.
A special meeting of the City Council of the City of Pearland was
called to order by Mayor Kegley in the City Hall at 7:30 P. M. on August
4, 1965, with the following present:

Visitors: Jack B. Idoux,,Lee Plyler, Tom Alexander, Edgar H. Loessin,
Larry Loessin, Dr. D. R. Armbruster and A. H. Casey.
Mayor Kegley stated that the purpose of the meeting was to discuss
police problems and any other business that might properly be brought
before the Council.
The first order of business was a motion by Councilman Calvin, seconded
by_Councilman Nolen that Mr. Ed Coppinger be appointed to the Electrical
Board as recommended by the Electrical Board. WHEREUPON, the question
was asked and the motion carried, all Councilmen voted "aye" with no
"noes.0
A discussion was held concerning the police problems and Councilman
Calvin stated for the record that he was in favor of discharging Sgt.
Phillips outright.
Mayor Kegley made the recommendation to the Council that Sgt. Phillips
not be discharged at this time due to apparent conflicting statements
and errors in both Sgt. Phillips report and the Sheriff's Department
reports, however,'that Sgt. Phillips be reduced in rank to that of a
patrolman with the appropriate cut in salary. Chief -of -Police A. H.
Casey concurred with this recommendation.
A motion was made by Councilman Nolen, seconded by Councilman Cogbill
that the recommendation that Sgt. Phillips be reduced to patrolman
with appropriate cut in salary be passed by the Council. WHEREUPON,
the question was asked and the motion carried, Councilmen Nolen
"
Cogbill and Shukanes voted "aye" with Councilman Calvin voting 'no.
A motion was made by Councilman Shukanes, seconded by Councilman -
Nolen that Broadway from Austin Street west for a distance of approximately
700 feet be shelled 20 feet wide by 41' deep on an emergency basis. Also,
prices for shelling the Halik-Ellis Road. WHEREUPON, the question was
asked and the motion carried, all Councilmen voted "aye" with no "noes."
Secretary instructed to notify persons with grass 1211 high that it
should be mowed again.
