1965-06-10 CITY COUNCIL SPECIAL MEETING MINUTES206 MINUTES OF REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS) HELD ON JUNE 10, 1965 AT 7:30 P. M. A regular meeting of the City Council of the City of Pearland was called to order by Mayor Kegley at 7:30 P. M. in the City Hall on June 10, 1965, with the following present: Mayor Councilman Councilman Councilman Councilman Councilman City Attorney City Secretary City Engineer John G. Kegley Basil L. For the first order of business Mayor Kegley called for the opening of bids for the 2 Police radios. Mayor Kegley called a meeting of the street and bridge committee along with the City Engineer for Saturday morning June 12, 1965 to clear up the matter. 208 After due discussion about the surplus dirt a Nolen that the street and bridge committee be dozer to push dirt from Broadway right-of-way of -way in the event the Drainage District did The motion was seconded by Councilman Calvin, Councilman voting "aye" and no "noes." motion was made by Councilman authorized to hire a bull - to the Mykawa Road right - not want the dirt at this time. and was carried with all Mr. Morris and Mr. Duke representing Twin Creek Woods and Clear Creek Estates Civic Clubs made a request for additional street lights in their subdivisions A motion was made by Councilman Nolen, seconded by Councilman Calvin that two street lights be installed in these subdivisions as follows: Union Valley and Robinson Streets, and Leatheredge and Union Valley streets. WHERLUPON, the question was asked and the motion carried, all Councilmen Voted "aye" with no "noes." The tabled motions from the previous meeting regarding the suit of Jamison vs Pearland along with the letter written by the City Attorney,to be sent to all property owners within the City Limits, was brought forth for Council action at this time. A motion was made by Councilman Nolen, seconded by Councilman Shukanes that the letter written by the Attorney and recommended by our Fiscal Agent, addressed to the Tax payer be mailed at once. This letter is to inform the people insofar as taxes are con- cerned in the event the City losses the Suit. It is not any action of the Council to raise valuation at this time, but is for information only. WHEREUPON, the question was asked and the motion carried, all Councilmen voted "aye" with no "noes." The next tabled motion concerning an equalization board for the tax year 1965 was considered as follows; the substitute motion by Councilman Sanders was voted on first, Councilmen Shukanes, Nolen, Calvin & Cogbill voted "no" with Councilman Sanders voting "aye". The "noes" being the majority, motion was defeated. The substitute motion made by Councilman Sanders was seconded by Councilman Shukanes that,the Council act as the Equalization Board for 1965. The original motion was made by Councilman Nolen, seconded by Councilman Shukanes, "that an Ordinance appointing an equalization board for the tax year 1965, as follows; M. 0. Knapp, Frank Lee, Jr., Nonny Walker and Cecil E. Wright as alternate be adopted." Mayor Kegley in calling for the vote j stated that M. 0. Knapp had requested his name be withdrawn because of --- illiness. Councilman Nolen ammended his motion with approval of Shukanes who seconded, that Ordinance No. 114 be adopted appointing an equalization board of Frank Lee, Jr., Nonny Walker and Cecil E. Wright. WHEREUPON, the question was asked and the motion was carried, Councilmen Nolen, Calvin, Cogbill and Shukanes voted "aye" with Councilman Sanders abstaining. A motion was made by Councilman Calvin thatheity advertise for an electrical inspector, the motion was seconded by Councilman Shukanes. WHEREUPON, the question was asked and the motion carried, all Councilman voted "aye" with no "noes". A motion was made by Councilman Nolen, seconded by Councilman Calvin that the City pay the remainder due on the Base Radio station and the Remote control station that was bought on a 90 day acceptance agreement. WHERE- UPON the question was asked and the motion carried, all Councilmen voted "aye?' with no "noes." A motion was made by Councilman Calvin, seconded by Councilman Shukanes that the City publicise in the newspaper about our police and fire depart- ment just as soon as final agreements are worked out between each party. WHEREUPON, the question was asked and the motion was carried, all Council- men voted "aye" with no "noes." A motion was made by Councilman Nolen, seconded by Councilman Sanders that existing homeowners in Westminister subdivision be allowed to decide where —1 they want the sewer tap for their home made due to the outlet from their homes already being established. WHEREUPON, the question was asked and the motion carried, all Councilmen voted "aye" with no "noes." A motion was made by Councilman Nolen, seconded by Coucilman Calvin that where a conflict exists for a water and sewer line that one be moved to another location with the proper change order being issued by the engineer to the contractor. WHEREUPON, the question was asked and the motion carried, all Councilmen voted "aye" with no "noes." A motion was made by Council man Nolen, seconded by Councilman Calvin that 5 street lights be installed in Sherwood subdivision with the developer pay- ing for one years service. t WHEREUPON, the question was asked and the motion carried, all Councilmen voted "aye" with no "noes." After due discussion a motion was made by Councilman Shukanes, seconded by Councilman Sanders that the City Council instruct the Planning Commission to proceed with the feasibility study of politically sub -dividing the City of Pearland. WHEREUPON, the question was and the motion carried, all Councilmen voted "aye" with no "noes." A motion was made by Councilman Shukanes, seconded by Councilman Nolen that Walsh and McLaren statement for services performed through May 31, 1965 on i- Contract A & B sewer plant No. 3 in the amount of $1,623.57 be paid.(WPC-TEX- 336) WHEREUPON, the question was asked and the motion carried, all Council- men voted "aye" with no "noes." A motion was made by Councilman Shukanes, seconded by Councilman Nolen that Walsh and McLaren statement for services performed throught May 31, 1965, on sewage treatment Plant No. 2 and sanitary sewer line system for sewage plant No. 2, (WPC-TEX 352) in the amount of $4,875.00 be paid. WHEREUPON, the question was asked and the motion carried, all Councilmen voted "aye" with no "noes." A motion was made by Councilman Shukanes, seconded by Councilman Calvin, that the Engineers Estimate No. A5, McCarty Construction Company, for work performed through May 31, 1965, for sanitary sewage treatment plant No. 3, (WPC-TEX 336) in the amount of $14,159.30 be paid. WHEREUPON, the question was asked and the motion carried, all Councilmen voted "aye" with no "noes" A motion was made by Councilman Shukanes, seconded by Councilman Nolen that the Engineers Estimate No. B4, Texala Construction Company, for work performed through May 31, 1965, for sanitary sewer trunk lines with appurtances, Plant No. 3, (WPC-TEX 336) in the amount of $21,253.95 be paid. WHEREUPON, the question was asked and the motion carried, all Councilman voted "aye" with no "noes." Mayor Kegley stated that special meetings would be held on Friday Night June 18, to open bids for a new water well and supply system at Well Site No. 1, and on July 2, to open bids for Sanitary sewer trunk line and appur- tances in the vicinity of the Pearland Jr. & Sr. High School.
