1965-04-08 CITY COUNCIL REGULAR MEETING MINUTESMINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL CITY OF PEARLAND TEXAS HELD ON APRIL_8, 1965 -7:30 P. M. The regular meeting of the City Council of the City of Pearland was called to order by Mayor Kegley at 7:30 P. Motion made by Councilman Nolen, seconded by Councilman Alexander that minutes of regular meeting held on March 25, 1965 be approved, WHEREUPON, the question was as'zed and the motion carried, Councilmen Alexander and Nolen voted "aye", Councilman Hawkins abstained. "Ayes" being in majority the motion carried. Motion made by Councilman Nolen, seconded by Councilman Alexander that minutes of the special meeting held on April 1, 1965 be approved. WHEREUPON, the question was asked and the motion carried, all Councilmen voted "aye" with no "noes." Motion made by Councilman Nolen, seconded by Councilman Alexander that the following outstanding invoices and salaries be paid. A. Jones "relative to the apprehension of two escaped convicts., and to Chief A. H. Casey commending the entire Police Department. WHEREUPON, the question was asked and the motion carried, Councilmen Alexander, Sanders and Shukanes voted "aye" with Councilman Hawkins and Councilman -Nolen abstaining. The next order of business was the canvassing of the election returns covering the April 6, 1965 election. Councilman Alexander introduced a Resolution and order and moved its adoption: The motion was seconded by Councilman Hawkins, and the motion carried with it the adoption and the Resolution prevailing in the following: This return to be for. Election held on April 6, 1965, for the purpose of electing the hereinafter named officials and it appearing from said return, duly and legally made that there was cast at said election., four hundred twenty- 177, seven (427) votes, which were legal and valid votes and each of said candidates in said election received the following votes: For Councilman: Tom Alexander 132 votes Joe Dan Calvin 203 votes Basil L. Cogbill 154 votes James E. Hall 41 votes M. 0. Knapp 133 votes J. R. May 134 votes Victor A. Nolen 185 votes W. E. Parker 148 votes Arnold R. ,Watson 55 voices THEREFORE, be it RESOLVED by the City Council of the City of Pearland, Brazoria County, Texas, that said election was duly called; that Notice of said election was given in accordance with the law and that said election was held in accordance with the law that JOE DAN CALVIN BASIL L. COGBILL VICTOR A. NOLEN were duly elected Councilmen at said election and said above named parties are hereby declared duly elected to said respective offices, subject to their taking the Oath and filing Bond, as required by the State of Texas. WHEREUPON, the question was asked and the motion carried, all Councilmen voted ttaye" with no "noes." Second reading of ORDINANCE NO. 110 - ELECTRICAL CODE with final reading on April 22, 1965• A letter from Senator`SchwVLrtz to Berry Miller, Jr. was read and acknowledged regarding the Clear Creek Basin_Authority. Secretary instructed to write an additional letter to Senator Schwartz and Representative Caldwell based on article appearing in the Houston Post that Brazoria County had been excluded from this Authority. A letter was acknowledged and read from Judge Arnold, County Judge of Brazoria County, that authorized the City to install a base radio station in the jail building. Motion made by Councilman Shukanes, seconded by Councilman Nolen that Texala Construction Company be paid the sum of $65,267.93 on Engineer's Estimate No. B2 for work completed through March 31, 1965 on Contract B - Sanitary Sewer Trunk Line with Appurtenances. WHEREUPON, the question was asked and the motion carried, Councilman Nolen, Alexander, Hawkins and Shukanes voted "aye" with no "noes." Councilman Sanders not present at this time. Motion made by Councilman Shukanes, seconded by Councilman Nolen that Item No. 1 - Raise Floor Elevation of Control Building - under Change Order No. 1 in the amount of $1,359.00 - McCarty Construction Company, on Engineer's Estimate No. A3, for work completed through March 31, 1965 on Contract A for Sanitary Sewage Treatment Plant No. 3 be accepted by the Council. Councilman Sanders notpresent at this time. WHEREUPON, the question was asked and the motion carried, Councilmen Nolen, Alexander, Hawkins and Shukanes voted "aye" with no "noes." WHEREUPON, n carried, Councilmen Nolen, d ttaye" with no "noes.” Councilman Motion made by Councilman Shukanes, seconded by Councilman Nolen that Item No. 3 under Change Order No. 1, Structural and Miscellaneous Changes, in the amount of $519.00 be accepted on the McCarty Construction Company, on Engineer's Estimate No. A3, for work completed through March 31, 1965 on Contract "A", Sanitary Sewage Treatment Plant No. 3. WHEREUPON, the question was asked and the motion carried, Councilmen Nolen, Alexander, Hawkins and Shukanes voted "aye" with no "noes." Councilman Sanders not present at this time. Motion made by Councilman Shukanes, seconded -by Councilman Nolen that the McCarty Construction Company be paid the sum of $12,54.2.86, including the above change order items 1, 2 and -3 on Engineer's Estimate No. A3, for work completed through March 31, 1965 on Contract --- "A", Sanitary Sewage Treatment Plant No. 3. WHEREUPON, the question was asked and the motion carried Councilmen Nolen, Alexander, Hawkins and Shukanes voted "aye"with no 'noes." Councilman Sanders not present at this time. Motion made by Councilman Nolen, seconded by Councilman Shukanes that a lumen light be installed at 2230 Dixie Farm Road. WHEREUPON, the question was asked and the motion carried, Councilmen Nolen, Hawkins, Sanders and Shukanes voted "aye" with no "noes." Councilman Alexander not present at this time. Mayor Kegley called for a show of hands from all Councilmen and Council- men -elect for approval of bid plans and the advertising for bids on the City's participation for the piping to be installed in Longwood Subdivision. All approved except Councilman -elect Cogbill who abstained. Motion made by Councilman Alexander, seconded by Councilman Nolen that an emergency exist for a new police patrol car as the old car is unsafe for fast pursuit and needs constant repair. City to accept the last lowest and best bid that was submitted by the Palm Center Dodge Company on March 9, 1965, for a new 1965 Dodge Cornet 4 Door Sedan Model W-93, Police Special equipped as per specification, for the sum of $2,272.97.
