1965-02-25 CITY COUNCIL REGULAR MEETING MINUTES1. 56 MINUTES OF THE MEETING OF THE CITY COUNCIL OF -THE CITY OF PEAR LAND, TEXAS, HELD ON FEBRUARY 25, 1965. The regular meeting of the City Council of the City of Pearland was called to order by Mayor Kegley at 7:30 P. M. in the City Hall on February 25, 1965, with the following city officials present: Mayor Councilman Councilman Councilman Councilman Councilman City Secretary John G. Kegley Gene E. Sanders Lloyd C. Hawkins Thomas P. Alexander Steven A. Shukanes Victor A. Nolen W. A. McClellan Visitors present: A. H. Casey, W. D, Barlow, Bill Robins, Lee Plyler, Orlen O'Day,and H. Thornton. The first matter to come -before the Council was a motion by Councilman Sanders, seconded by Councilman Hawkins that the minutes of the regular meeting held on February 11, 1965 be approved. WHEREUPON, the question was asked and the motion carried, all Councilmen voted "aye" with no "noes." Motion made by Councilman Hawkins, seconded by Councilman Sanders that minutes of special meeting held on February 15, 1965 be approved. WHEREUPON, the question was asked and the motion carried, all Councilmen voted "aye" with no "noes." Motion made by Councilman Shukanes, seconded by Councilman Hawkins that minutes of special meeting held on February 17, 1965 be approved. WHEREUPON, the question was asked and the motion carried, all Councilmen voted "aye" with no "noes." Motion made by Councilman Shukanes, seconded by Councilman Hawkins that the following invoices and salaries be paid. McClellan to send a copy of each letter requesting street repairs addressed to Commissioner Jordan, to Mr. G. H. Haskins. The Street and Bridge Committee was instructed to check into the Broadway and Austin Streets intersection hazard. Councilman Nolen reported that the electrical code was about ready for printing, also, the plumbing code would be ready shortly, with the building code to follow. They have the names of prospective inspectors. The Street and Bridge Committee was instructed to check on the cost of the to be installed in ditches at the intersections of Brookside Cemetery Road and Highway 35 and Xnapp Road and Highway 35. This would allow more room to make turns off.and on Highway 35. (241 North & & South and 241 East & West.) The Sign Committee instructed W. A. McClellan to purchase two stop signs to be placed at the following: West Circle Drive and F. i1. 518 - East Circle Drive and F. M. 518. The Sign Committee instructed to check into the matter of a "Danger" sign being placed on Mykawa Road near where it is a dead-end at Orange Street. The City Council instructed the City Secretary to contact Mrs. Worrall or Mrs. Josie Heflin to serve as Election Judge instead of Howard Suttle. The Street and Bridge Committee instructed to check into the matter of placing "No Parking" signs on Highway 35 on both sides from Fordls Cafe to Griffin" s Barber Shop. Councilman Nolen reported that the usage permission had been completed in McGinnis Subdivision by the lot owners adjoining the easement in `— which the sewer line would be Installed. Councilman Motion made by Nolen, seconded by Councilman Hawkins that a locking devise be provided for the Map Case. WHEREUPON, the question was asked and the motion carried, all Councilmen voting "aye " with no ""noes." W. A. McClellan was instructed to get"City Limit" sign replaced at Clear Creek and Mykawa Road. A motion was made by Councilman Nolen, seconded by Councilman Shukanes that R. Phillips be give the status of permanent police patrolman and a $25.00 per month salary increase based on the recommendations of x`58 Police Chief A. H. Casey. WHEREUPON, the question was asked and the motion carried, all Councilmen voted "aye" with no "noes." Motion made by Councilman Nolen, seconded by Councilman Shukanes that the budget schedules dated February 25, 1965, to cover the 1965-1966 budget be adopted. WHEREUPON, the question was asked and the motion carried, all Councilmen voted "aye" with -no "noes." Mr. W.,D. Barlow requested some kind of action be taken to get another property owner in Shadycrest Subdivision to install additional field lines for his septic tank in order to stop a very unsanitary condition. Mr. Barlow was instructed to file a formal complaint with the City Secretary. Meeting recessed at 10:00 P. M. and reconvened at 10:10 P. M. Motion,made by Councilman Nolen, seconded by Councilman Hawkins that as of this date that so long as the City.of Pearland retains the firm of Walsh and McLaren as City Engineers,, that no subdivision, road, water piping or domestic sewer piping plans be accepted by the City which have been prepared by this firm. The reason being possible conflict of interest. A motion was made by -Councilman Sanders, seconded by Councilman Hawkins that the above motion be amended by inserting 'not only Walsh & McLaren but any other engineering firm retained..by the City in,the future for City engineering services." WHEREUPON, the question on the amendment to the motion was asked and the motion carried, all Councilmen voted "aye" with no "noes." Motion made by Councilman Nolen, seconded by Councilman Sanders that reproduction copies of city records, papers or documents for public demand will be made on the cityts Xerox machine for 50¢ per page. �- WHEREUPON; the question was asked and the motion carried, all Councilmen voted "aye" with no "noes." MINUTES OF THE MEETING OF THE CITY COUNCIL EXECUTIVE SESSION CITY OF PEARLAND ON FEBRUARY,25, 1965. An executive session of the Pearland City Council was called to order by Mayor Kegley in the City Hall at 10:20 P. M. February 25, 1965• A Motion was made by Councilman Hawkins, seconded by Councilman Shukanes that Mrs. Thompson, Mrs.,Peirsol, Escue Harris and W. A. McClellan be given a $50.00 per month salary increase beginning March lst, 1965 with Mrs. Cook receiving the same increase per hour based on a 35 hour week. All Councilmen voted "aye with no "noes." Motion carried. Motion made by Councilman Hawkins,,seeonded by Councilman Shukanes that the executive session be adjourned. All Councilmen voted "aye" with no "noes." Motion carried.
