A special meeting of the Pearland City Council was held on Monday
February 8, 1965, in the City Hall, 1"29 Texas Avenue,. with the
following city officials and guests in attendance.
Mayor John G. Kegley, Councilmen Lloyd C.Hawkins, Thomas P. Alexan-
der, Victor A. Nolen, Steven A. Shukanes, Gene E. Sanders and
City Secretary W. A. McClellan.
Guests: John Bowman, Chief -of -Police Al Casey and Police'Ssergeant
Frank Phillips.
Mayor Kegley called the meeting to order at 7:30 P. M. and stated
that the purpose of the meeting was for the City Council to review
and to make a decision regarding the indictment of simple assult
returned by the Grand Jury against Chief Casey.
A motion was made by Kegley, seconded by Sanders that after a
complete review of witnesses available to the simple assult charge
lodged against Chief Casey by the Grand Jury, that the City Council
recognizes the innocence of parties charged until proven guilty
by the Court. In view of this that no action shall be taken by
the Council at this time and that the following release'be published.
All Councilmen voted "aye" with no "noes." Motion carried.

In a special meeting of the City Council on February 8, 1965, at
7:30 P. M. the Council reviewed all of the information available
in the recent simple assult indictment against Chief Casey and
has weighed the evidence presentee to it.
It appears that political overtones have placed a shadow on the
pursuit of diligent police efforts in Pearland.
Chief Casey's record to date was reviewed by the Council. In this
review it was noted that a marihuana ring was broken involving some
200 "fixes" and unprocessed marihuana. It was also noted that
Chief Casey and his staff, along with Houston policy officers and
Brazoria County Sheriff's Department officers have curtailed the
transportation of policy slips through the Pearland area.
It was brought to the attention of the Council that bookmakers
attempted to use Pearland as a base of operations and again through
Chief Casey and his staff working with the Houston Police Department
this operation was thwarted.
To date there are only three cases of burglary outstanding on the
books.
It is the opinion of the Council that the Pearland Police Department
under Chief Casey has been cooperating with State, County and
other cities in providing good law endorcement in the Pearland area.
The Council also recognizes the fact that any man is innocent until
proven guilty beyond a shadow of a doubt in a properly constituted
court of law.
In view of these findings the Council voted unanimously to take
no action at this time.
A motion was made by Councilman Alexander, seconded by Councilman
Nolen that Mayor Kegley sign an agreement with Connor Herridge and
J. H. Williams regarding the purchase of a 50' x 125' -strip adjacent
to the east side of Lot 25 in Block 14 by the City.
All Councilmen voted "aye" with no "noes." Motion carried.
