R2005-0048 02-28-05 RESOLUTION NO. R2005-48 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, SUPPORTING THE DREDGING OF CHOCOLATE BAYOU, BRAZORIA COUNTY, TEXAS TO PROTECT WATERWAYS AND ENSURES ECONOMIC VIABILITY TO $130 MILLION GENERATING INDUSTRY. WHEREAS, Chocolate Bayou is located in Brazoria County, Texas, where three large and very important chemical plants, BP Amoco, Equistar (Lyondell), and Solutia all transport goods frequently via barge on Chocolate Bayou; and WHEREAS, the Army Corps of Engineers is the governing body that maintains and dredges this waterway, keeping it safe and open to this important barge traffic; and WHEREAS, Chocolate Bayou has been on a dredge schedule frequency of every 4 years to be maintained by the Army Corps of Engineers; and WHEREAS, these three companies employ 1,600 direct jobs and create 10,300 indirect jobs, and generate $130 million, purchase $240 million in goods and services locally, and combine to pay over $30 million in taxes; and WHEREAS, end products are: transportation related plastics, carpet, laminated safety glass, packaging materials, window films for UV and safety, colored laminated glasses, electronics, furnishings, residential/commercial carpets, industrial/machinery, adhesives/inks/coatings, and specialties (aviation fluids, heat transfer fluids, water treatment); and WHEREAS, the Corp of Engineer's approved the Dredged Material Maintenance Plan ("DMMP") which will alleviate all unsafe congestion and provide for a future management plan; and RESOLUTION NO. R2005-48 WHEREAS, the DMMP has been approved by every major agency, including environmental agencies, and the general public, because of its beneficial use of the spoilage material, and is designed to promote shoreline protection and to create new marshland to encourage wildlife, and in turn, improve the environment; and WHEREAS, not doing this project has created shallow conditions currently causing delays or light loading, resulting in higher costs, having the rippling effect economically; and WHEREAS, not funding this project will result in a large increase in over the road traffic, resulting in air quality degradation and severe traffic congestion; and WHEREAS, the Army Corps of Engineers has the Dredged Material Maintenance Plan project in their program of work but has no funds allocated for the DMMP; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Hereby adopts this resolution to request emergency fund in the amount of $4 million ($2.9 million in Construction General funds and $1.1 million in Operation & Maintenance funds) during FY2005 for this 2-year delayed project. are made available, then for FY2006 funding. and ADOPTED this the 28th PASSED, February APPROVED , A.D., 2005.
