R2005-49 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, SUPPORTING LEGISLATIVE EFFORTS TO BRING INCREASED ACCOUNTABILITY TO TEXAS' PROPERTY TAX SYSTEM THROUGH REDUCED PROPERTY TAX APPRAISAL CAPS. WHEREAS, the 79th Legislature of the State of Texas continues its efforts to address skyrocketing property taxes; and WHEREAS, State Representatives Dennis Bonnen (R- Angleton) and Glenda Dawson (R- Pearland) have introduced legislation to limit annual property tax appraisal increases at 3%; and WHEREAS, property values continue to rise in many areas of the State with no end in sight; and WHEREAS, this has put an ever-increasing burden on local taxpayers and fueled growth in government spending as a result of extra revenue; and WHEREAS, "taxation by valuation" potentially enables cities and counties to increase the tax burden without first putting the issue to a public discussion or vote; and WHEREAS, taxpayers and voters should be able to clearly see how their elected officials are spending their hard-earned dollars; and WHEREAS, reducing the appraisal cap will restore accountability to the property tax system by requiring elected officials to justify tax rate increases to voters rather than relying on skyrocketing appraisals for increased revenue; and WHEREAS, the City of Pearland has historically been good stewards of taxpayers' money; and WHEREAS, the City of Pearland remains committed to ensuring tax dollars are spent wisely and efficiently; and RESOLUTION NO. R2005-49 WHEREAS, efforts to reduce the property appraisal cap would only further strengthen the City of Pearland's reputation for truth and integrity in taxation; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That the members of the Pearland City Council, building upon our reputation of fiscal responsibility and integrity, support legislative efforts to bring increased accountability to Texas' property tax system through reduced property tax appraisal caps. PASSED, APPROVED and ADOPTED this the 28th day of February , A.D., 2005.
