RESOLUTION NO. R2017-259 A Resolution of the City Council of the City of Pearland, Texas, approving a change order with Pepper Lawson Waterworks L.L.C., in the amount of $159, 371.75, associated with the Reflection Bay Water Reclamation Facility Expansion Project. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That certain change order associated with the Reflection Bay Water Reclamation Facility Expansion Project, a copy of which is attached hereto as Exhibit "A" and made a part hereof for all purposes, is hereby authorized and approved. Section 2. That the City Manager or his designee is hereby authorized to execute and the City Secretary to attest the change order associated with the Reflection Bay Water Reclamation Facility Expansion Project. COKER CITY ATTORNEY 2c4, p TOM REID MAYOR Resolution No. R2017-259 Exhibit "A" CITY OF PEARLAND SUMMARY OF WORK Exhibit A X Deductive Alternate #6: Includes the deductive value for suppling Rotary Lobe Pumps and Sludge Grinders at the Belt Press Feed Pump Station in lieu of the base bid Double Disc Pumps. Y Deductive Alternate #7: Includes the deductive value for supply Progressive Cavity Pumps and Sludge Grinders at the Belt Press Feed Pump Station in lieu of the base bid Double Disc Pumps. Z Deductive Alternate #8: Includes the deductive value for not constructing the proposed Influent Lift Station baffle system included as part of the base bid. AA Cash Allowance #1: Includes a cash allowance value for modifications and additions to the security system indicated on the Contract Documents and included in other bid items. The modifications and additions could include the door card access reader system, the entrance and exit gate monitoring, and site security cameras. BB Work will be completed in phases as documented below: CC Treatment Process Phase 1 Construction: The Influent Lift Station, proposed Headworks, Sequencing Batch Reactors 3 through 6, Blower and Electrical building, Tertiary Filters, the south Ultra Violet channel, and the Non -Potable Water Improvements shall be constructed, tested, and in service prior to proceeding to Treatment Process Phase 2 Construction. Substantial Completion Phase 2 includes Treatment Process Phase 1 and Sludge Process Phase 2. DD Treatment Process Phase 2 Construction: Once Treatment Process Phase 1 Construction is complete, improvements to sequencing batch reactors 1 and 2 and the north Ultra Violet channel can be constructed and the existing Headworks and Package Plant Structures can be demolished/removed. Substantial Completion Phase 3 includes Treatment Process Phase 2 and Sludge Process Phase 3. EE Sludge Process Phase 1 Construction: Construct the new belt press and belt press appurtenances such as conveyors, polymer systems, washwater pumps, and new drain to headworks. Provide temporary connections for the belt press feed pumps via existing centrifuge feed pumps or temporary pump provisions. Provide temporary polymer dilution water and belt press wash water connection to the plant potable water system. The existing temporary belt filter press and associated pumps, piping, conveyors, and roll -off box shall be maintained in operation until the end of Sludge Process Phase 1. The new belt presses and appurtenances shall be constructed, tested, and in service prior to the removal of the temporary belt press trailer and proceeding to Sludge Process Phase 2. Substantial Completion Phase 1 includes Sludge Process Phase 1. FF Sludge Process Phase 2 Construction: Aerated Sludge Holding Tanks 3 and 4, Belt Press Feed Pump Station, Aerated Sludge Holding Tanks, Blowers, and the Non - Potable Water Improvements shall be constructed, tested, and in service prior to proceeding to Sludge Process Phase 3 Construction. Substantial Completion Phase 2 includes Treatment Process Phase 1 and Sludge Process Phase 2. CITY OF PEARLAND SUMMARY OF WORK 01100-4 Exhibit B CITY OF PEARLAND ADDENDUM GENERAL CLARIFICATIONS: 1. Question: What is the deadline for Offeror questions? Response: All Offeror questions must be submitted by 5:OOPM Wednesday March 2, 2016 in order for the question to be answered. 2. Question: How shall offerings/bids be recorded for subcontractors? Response: Subcontractor bids shall be recorded via the proposal provided by the General (Prime) Contractor. 3. Question: How are terms and conditions expected to be handled on pre -selected equipment? Response: The Contractor is required to adhere to the terms and conditions set forth in the Construction Contract with the Owner. Any additional costs including terms and conditions for preselected equipment not represented in the preselected equipment cost proposal should be included in the other Base Bid Work Items. 4. Question: What is the process for proposing alternate equipment? Response: The Offeror will be required to submit proposed alternative equipment at the time of Proposal submittal for review by the Owner and Engineer. The requirements for submittal of proposed alternate or substituted equipment is outlined in Section 01630 and these items should be submitted at the time of Proposal submittal. 5. Question: What does the Bid Item 40 — Cash Allowance #1 ($100,000 allowance for security system improvements) allow for in relation to Bid Item 36 (Alternate #5)? Response: The allowance addresses security system improvements that are not currently specifically outlined in the Scope of Work. The allowance is specifically intended to allow for City to make adjustments to the security system outlined in the Contract Documents as they work through standardization across several COP facilities. The vendor and standardization protocol is not currently defined. The security cash allowance has been adjusted to $200,000 as part of this addendum. 6. Question: Will the Contractor be required to pre -select the security system vendor? Response: No. The security scope of this project is intended to allow for security standardization across several COP facilities. The vendor and standardization protocol is not currently defined. 7. Question: Will each scoring for each Offeror's proposal be made available after evaluation and award? Response: The evaluation results will not be published on the E -Bid System. The evaluation documents are public information and are subject to Open Records Laws. A public information request can be submitted to the City. 8. Question: Please clarify how will scoring for price proposals be awarded? Response: The low -offeror will be awarded the maximum score (number of points).
