1997-01-27 CITY COUNCIL PUBLIC HEARING MEETING MINUTES", 85 MINUTES OF A PUBLIC HEARING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, HELD ON JANUARY 27, 1997, AT 7:00 P.M., IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. The meeting was called to order with the following present: Mayor Councilmember Councilmember Councilmember City Manager City Attorney Interim City Secretary Tom Reid Helen Beckman Richard Tetens Larry Wilkins Paul Grohman Amy McCullough Wendy Standorf Others in attendance: Assistant City Manager Richard Burdine; City Engineer John Hargrove; Director of Administrative Services Mary Hickling; Economic Development Director Glen Erwin; Grants Director Janet Berry; Emergency Management Coordinator David Smith; Finance Director David Castillo; and Project Coordinator Alan Mueller. PURPOSE OF HEARING - PROPOSED ANNEXATION To consider the proposed annexation of 8.240 acres of land in the W.D.C. Hall Survey, A-23, Harris County, Texas, and being out of a 38.360 acre tract of land conveyed to Ayrshire Corporation by deed filed under Harris County Clerk File No. K-436255 of the Official Public Records of Real Property of Harris County, Texas. STAFF REVIEW OF PROPOSED SERVICE PLAN Assistant City Manager Richard Burdine discussed the location of the proposed annexation. He further informed the Council on how we will be serving this area with utilities, stating that we already have a contract with Clear Brook City M.U.D. for water and sewer services. Other services would include zoning protection, animal control, police, EMS, and fire protection. Mr. Burdine answered Council's questions regarding utilities. CITIZEN COMMENTS Steve Nichols with Coltex Development addressed the Council; ready to answer any questions that they might have. COUNCIL/STAFF DISCUSSION City Attorney Amy McCullough advised Council that this is a voluntary annexation in accordance with Section 4.028 of the Local Government Code, and Ayrshire has filed UVW a petition which is in compliance with the Code. Assistant City Manager Burdine recommended approval. City Attorney McCullough informed the Council that since this is a voluntary annexation, that only one annexation public hearing is required, which will be met tonight.
