R2017-236 2017-11-06RESOLUTION NO. 2017-236 A Resolution of the City Council of the City of Pearland, Texas, urging the Texas Congressional Delegation to request and support funding for the U.S. Army Corps of Engineers authorized construction ready project on Clear Creek for 2018. WHEREAS, the Clear Creek Watershed is a major Texas drainage artery that drains 260 square miles, 47 linear miles, serving Harris, Brazoria, Fort Bend and Galveston Counties and sixteen cities, many of which have experience severe structural and non-structural flooding over the past 29 years; and WHEREAS, design and construction of the Clear Creek flood control project has been fully authorized by Congress in the 1960's; and WHEREAS, the watershed has been impacted by multiple rain events causing substantial damage and repetitive flooding to over 3,000 residential structures along Clear Creek and its tributary channels; and WHEREAS, the watershed was significantly impacted by Hurricane Harvey causing catastrophic flooding along Clear Creek and its tributary channels; and flood levels were recorded as the highest on record for the watershed. The flooding of structures along Clear Creek and its tributaries in all Counties has caused billions of dollars in damages, including over 1,000 residential structures in the City of Pearland; and WHEREAS, the development and increased population that has occurred in the Clear Creek Watershed in recent years has greatly impacted the effectiveness of waterways and drainage facilities in this area; and WHEREAS, the local Entities through their offices of Floodplain Administrators and Engineers are working to ensure a Floodplain Management Plan and Drainage Criteria will be enforced to protect a sponsored Corps project for Clear Creek; and RESOLUTION NO. R2017-236 WHEREAS, the U.S. Army Corps of Engineers (Corps) Galveston District's General Re-evaluation and Review of the Clear Creek Project was completed in October 2012 and funding of $250 million is required to continue the construction ready project into design and construction in 2018; now therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. The City Council strongly supports the funding and completion of the Authorized Construction Ready Project on Clear Creek; and Section 2. The City Council strongly encourages the Texas Congressional Delegation to request the U.S. Congress to appropriate $250 million for the design and construction of the Authorized Construction Ready Project on Clear Creek to protect the health, safety and welfare of citizenry in the Texas Counties of Harris, Brazoria, Fort Bend and Galveston.
