A Resolution of the City Council of the City of Pearland, Texas, appropriating
$480,000.00 of Park Development Funds and awarding a bid to Construction
Masters of Houston, Inc., in the amount of $2,535,728.00, for construction of
the Delores Fenwick Nature Center.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That the City obtained competitive bids for construction of the Dolores
Fenwick Nature Center.
Section 2. That certain bid for construction of the Delores Fenwick Nature Center is
hereby awarded to Construction Masters of Houston, Inc., in the amount of $2,535,728.00.
Section 3. That an appropriation of $480,000.00 from the Park Development Fund for
construction of the Delores Fenwick Nature Center is hereby approved.
Section 3. That the City Manager or his designee is hereby authorized to execute and
the City Secretary to attest a contract for construction of the Delores Fenwick Nature Center.

Dear Ms. Hollingsworth:
As you are aware, the City received bid proposals for the Deloris Fenwick Nature Center on May
25, 2017 using the Competitive Sealed Proposal (CSP) delivery method. We received a total of
eight bids from qualified bidders that included qualifications and other responses to City
requested information. The base bid for the best value bidder was $2,562,700.00. We received
additional bid proposal on Alternate No. 1 for an added cost of $151,000.00 and a deductive
alternate for value engineering changes of -$177,972.00 bringing the total bid to $2,535,728.00.
The proposals were graded by a team of City staff and members of my staff. Construction Masters
received the highest score of 89.5 with the second highest score being 80.46. The proposals were
based on the following criteria and point system:

Re: Delores Fenwick Nature Center
This memo provides an update on the bid phase of the Delores Fenwick Nature Center project.
This project was identified by The Parks & Recreation Master Plan as needed to create innovative
programs that emphasize education, enrichment and nature/outdoor recreation which will educate
the public on the benefits of recycling, green spaces and trees. This project was approved by
voters in the 2007 Bond Program.
Background:
On April 25, 2016, the design contract for Pierce Goodwin Alexander & Linville (PGAL) was
approved by The City of Pearland City Council. PGAL was completed with design in early May
2017 and the project received Competitive Sealed Bids (CSP) on May 25, 2017.
The Nature Center is programmed to be a 7,000 sq. ft. building that will include a 2,000 sq. ft.
open-air pavilion, an indoor space for environmental educational displays and interpretive
exhibits, demonstration gardens, a tree farm, restrooms, a 50 -seat classroom/laboratory, a
teaching platform, and office for three staff members. This project will provide a hands-on setting
for environmental education and training programs and an event venue for related community
activities. The project provides an opportunity to showcase the concept of utilizing one site as
multi-purpose for recreation, as well as achieving environmental objectives including recycling,
storm and wastewater treatment, drainage management and community education.

The Delores Fenwick Nature Center project was advertised as a Sealed Competitive Proposal on
May 3, 2017 and May 10, 2017. A mandatory pre -proposal conference was conducted on May
11, 2017 and was attended by thirteen general contractors. Five Addendums were issued to
clarify material questions which delayed the proposal submittal date by two business days.
Proposals were received on May 25, 2017 and then read aloud. Eight contractors submitted
competitive proposals containing qualifications and pricing.
Staff reviewed contractor qualifications and responses using a weighted ranking criteria to
evaluate contractor experience, key personnel and past project references. Those scores ranged
from 54.70% to 89.50% with Construction Masters of Houston, Inc. (Construction Masters)
receiving the top ranking of 89.5%. Once qualifications were ranked scoring for price proposals
were factored in. Construction Masters submitted the lowest overall price proposal (Base plus
all Alternates) and was ranked highest among all respondents.

Upon completion of the evaluation, which included reference checks based on projects of similar
size and scope, Staff began to review the scope of work with Construction Masters as all eight
proposals exceed the available construction budget. The construction budget is
$1,953,153.00 and the Base Bid work totaled $2,562,700; Add Alternates 2, 3, 4 and 5 were
rejected. Add Alternate #1 (the Open Air Pavilion) was retained at a cost of $151,000 bringing
the total cost of the project components to $2,713,700. Staff went through a Value Engineering
(VE) exercise with Construction Masters and the design team to attempt to get the project within
the construction budget. After this exercise, staff was able to reduce the original base bid by
$177,972 bringing the Total Base + Add Alternate #1 cost to $2,535,728.
By absorbing the budgeted Contingency of $93,404 and the FF&E budget of $50,000 the
remaining budget short fall is $439,171.
The Parks Department has agreed that the project is both valuable and necessary to its Nature
Center Division's planned programs. In keeping with those plans, Parks has recommended the
use of $480,000 from the Park Development Funds and Staff will request the Council approve
the use of these funds to supplement the construction budget for this project. These funds will
cover the shortfall, pay for a $20,000 testing contract and leave $20,829 for contingency and
furnishings. In conjunction with this plan, office furnishings will be obtained from surplus furniture
from the City Hall renovations and classroom furnishings will be supplemented from surplus desks
the City has in storage from the University facility handover.
Schedule:
In the October 9, 2017 Council Agenda meeting, Staff will recommend that Council award
the construction contract, in the amount of $2,535,728 to Construction Masters of Houston,
Inc. The recommended contract award includes the base bid and Alternate #1 Construction
duration is 270 days to substantial completion and another 30 days to achieve final completion. If
Council approval is received on October 9, 2017, Staff plans to schedule a pre -construction
conference in late October. The Notice to Proceed will be issued upon approval of all pre -
construction documentation and contractor required agreements.
