RESOLUTION NO. R2005-21 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, DESIGNATING CERTAIN OFFICIALS AS BEING RESPONSIBLE FOR, ACTING FOR, AND ON BEHALF OF THE APPLICANT IN DEALING WITH THE TEXAS PARKS & WILDLIFE DEPARTMENT, HEREINAFTER REFERRED TO AS "DEPARTMENT", FOR THE PURPOSE OF PARTICIPATING IN THE TEXAS RECREATION & PARKS ACCOUNT OUTDOOR RECREATION GRANTS PROGRAM, HEREINAFTER REFERRED TO AS THE "PROGRAM"; CERTIFYING THAT THE APPLICANT IS ELIGIBLE TO RECEIVE PROGRAM ASSISTANCE; CERTIFYING THAT THE APPLICANT MATCHING SHARE IS READILY AVAILABLE; AND DEDICATING THE PROPOSED SITE FOR PERMANENT (OR FOR THE TERM OF THE LEASE FOR LEASED PROPERTY) PUBLIC PARK AND RECREATIONAL USES. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: WHEREAS, the Applicant is fully eligible to receive assistance under the Program; and WHEREAS, the Applicant is desirous of authorizing and official to represent and act for the Applicant in dealing with the Department concerning the Program. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That the Applicant hereby certifies that they are eligible to receive assistance under the Program, and that notice of the application has been posted according to local public hearing requirements. Section 2. That the Applicant hereby certifies that the matching share for this application is readily available at this time. Section 3. That the Applicant hereby authorizes and directs its City Manager to act for the Applicant in dealing with the Department for the purposes of the Program, and that Bill Eisen is hereby officially designated as the representative in this regard. RESOLUTION NO. R2005-21 Section 4. The Applicant hereby specifically authorizes the official to make application to the Department concerning the site to be know as Centennial/Magnolia Corridor Park Improvement Project in the City of Pearland for uses as a park site and is hereby dedicated (or will be dedicated upon completion of the proposed acquisition) for public park and recreation purposes in perpetuity (or for the lease term, if legal control is through a lease). Section 5. That the Applicant hereby certifies that a copy of the application has been submitted to the appropriate regional council of governments for Texas Review and Comments System consideration. Centennial-Magnolia Corridor Park Initiative THE CENTENNIAL-MAGNOLIA CORRIDOR PARK INITIATIVE INTRODUCTION The City of Pearland has a unique opportunity to support a major collaboration between a traditional public works road and drainage improvements with planned park improvements. The Centennial-Magnolia Corridor Park Initiative combines the Magnolia Corridor east-west roadway improvements with the expansion of Centennial Park recreation facilities. In addition, this initiative offers the opportunity to link existing school facilities, drainage improvements,potential wetlands development and linear pedestrian pathways along this corridor. This multifaceted initiative may also position the City of Pearland in securing a$500,000 Texas Parks & Wildlife Department grant to assist in implementation of this initiative. Briefly, here is a summary of the planned improvements that are involved in this initiative: U Expansion of land and facilities at Centennial Park U Inclusion of pedestrian pathways with the Magnolia Roadway corridor improvements U Addition of pedestrian pathways to improvements along Fite Road and Harkey Road U Extension of Magnolia Roadway pedestrian pathways to those along Manvel Road CI Planned Brazoria County drainage detention basin that may provide outdoor nature opportunities for school field trips U YMCA commitment to skatepark development ® Participation of Keep Pearland Beautiful • Pearland ISD outdoor classroom initiatives U Linking via pedestrian pathways to 37 acres of city property on Veterans and 8 acres on McLean ® Possible 50 plus-acre second detention basin along Magnolia Roadway corridor U Veterans detention basin 30 plus acres U Utilization of existing sidewalk along Southfork Drive and CR 90 to link Silvercrest School U Mary's Creek Corridor development U Trail Stations at the school sites The Centennial-Magnolia Corridor Park Initiative will link a major east-west corridor through the southern part of the City to an important trail system that joins schools, neighborhoods and recreational facilities. This will extend the benefit of improvements at Centennial Park, including those contemplated for the additional 22 acres. The trail will also introduce recreation enthusiasts to Mary's Creek, to the Southwest Environmental Center, and to the planned Nature Preserve site near Centennial Park. This initiative will allow the development of a unified trail and park network that would connect Silvercrest,Rogers and Carlston schools and two new school sites (Rogers Intermediate & Massey Ranch Elementary School), and two park sites (Centennial and Creekstone/HOA). fit - Ion Design Group—Planning for Sustainable Communities Gap Centennial-Magnolia Corridor Park Initiative PRELIMINARY PROJECT ELEMENTS Park and recreational facilities create a livable and workable community and play a large role in significantly increasing the quality of life. The integration of trails offers the needed connectivity,for a cohesive community and adds a new dimension. Through partnerships and cooperative efforts the city of Pearland has a unique opportunity through this corridor to achieve these goals. ® Expansion of land and facilities at Centennial Park The original 45.7-acre McLean Park(now Centennial Park)was developed as a Community Park, and serves a wide variety of recreation enthusiasts. Existing facilities include: • 3 lighted basketball courts • .8 mile jogging trail • 4 lighted tennis courts • A Fishing pond ® 4 lighted softball fields • 2 Picnic pavilions ® 3 Youth soccer fields • 2 Playgrounds The City of Pearland has obtained by dedication 22 acres of land across Mary's Creek for additional facilities at Centennial Park.Initial planning for the new site and renovation/facility replacements to the present site suggests the following facilities may be accommodated: • Skatepark ® Roller hockey rink • Sprayground ® Soccer fields • Ballfields • Pavilion(s) ® Support facilities(parking/restrooms/picnic equipment). ® Inclusion of pedestrian pathways with the Magnolia Roadway corridor improvements The planned Magnolia thoroughfare is scheduled to include 6-foot pedestrian pathways on each side. These pathways will provide a connective thread that can unite numerous parks and schools with a trail/sidewalk system. ® Addition of pedestrian pathways to improvements along Fite Road and Harkey Road The planned improvements for these roads are expected to occur within three years and will include 6-foot wide pedestrian pathways as a part of the roadway projects. This will be an important safety element for children that walk to school,and will allow for direct trail connection between Rogers Middle School,Dad's Park,Carlston Elementary and the Magnolia corridor. U Magnolia Roadway pedestrian pathways to join existing pathways along Manvel Road Extension of a pedestrian pathway along the east side of Manvel Road,south of Fite Road toward the planned Magnolia roadway corridor will provide an important beginning point for a connection between the Rogers Middle School and an east-west trail along Magnolia. ® Planned Brazoria County drainage detention basin that may provide outdoor nature opportunities for school field trips Brazoria County plans to construct a detention basin for storm water management as a part of the 22-acre addition to Centennial Park. Part of the basin would provide area for a constructed wetland,an educational outlet for school usage,and an emerging site for habitat establishment €E Pon Design Group—Planning for Sustainable Communities 3 Centennial-Magnolia Corridor Park Initiative ® YMCA commitment to skatepark development The YMCA has committed to donate$100,000 and to raise additional funds for the construction of a skate park in Centennial Park,as a part of the expansion of the park onto the additional 22- acre parcel at Centennial Park. • ® Participation of Keep Pearland Beautiful Keep Pearland Beautiful has committed to work with the in regards to trails. ® Pearland ISD outdoor classroom initiatives Pearland.schools could initiate an annual school program to visit several of the sites in this program for studies in native species, science projects on stream life, and successional growth of vegetation. Et Linking via pedestrian pathways of 30 plus acres of city-owed property on Veterans and 8 acres on McLean The planned Nature Preserve west of Centennial Park(across McLean)can serve-as an outdoor classroom site. The upland species on the 8 acres would provide excellent examples of adaptive vegetation different from the Mary's Creek wetland area. A strip of Mary's Creek would be purchased/leased in order to provide fOr long-term management-of the creek near the 8-acre site. The 30 plus-acre site will develop with trails along the perimeter and be promoted as a possible eco-resource site. • El Possible 50 plus-acre second detention basin along Magnolia Roadway corridor A 50 plus-acre site along Mary's Creek is anticipated to be developed into a storm water management facility. Public access could be encouraged in order to enjoy the-open space and to provide a site along Mary's Creek for nature study. El Utilization of existing-sidewalk along Sonthfork Drive and CR -to link.Silvercrest School. Southfdrk.Drive and CR 90 were constructed with the pedestrian pathway that connects the neighborhood streets to Silvererest Elementary School.. The pedestrian pathway also runs along Creekstone Park(along SOuthfork Drive). This pedestrian pathway in good repair and will become a part of the park trail way. L3 Mary's Creek Corridor . A City-owned 8-acre site west of McLean,near Centennial Park is in a very native condition and • . could be added to the park inventory as a natural area together with a portion of Mary's Creek(an easement over the Creek would be needded). This could become a nature study area for school outings and wildlife enthusiasts. El Trail Stations at the school sites • The school sites, when linked into the trail corridor with pedestrian pathways,become `trailheads".. Each has a parking lot and is a central focus of the neighborhood they serve. So,the schools become a starting-point for the trails_ The school sites can also function as.a.part of the outdoor learning center-school-trail-nature center(Ma.ry's Creek and Southwest Environmental Center). Therefore,.each.school site would be outfitted with a`Trail Station_" It would include a shade structure,storyboard narrationlinfoanation about the natural habitat of the Mary's Creek corridor,.the Parks and the trail system. a$, Ion Design Group—Planning for Sustainable Communities 4 ;f Centennial-Magnolia Corridor Park Initiative ADDITIONAL FUTURE IMPROVEMENTS Additional improvements could be added in future years to create a more diverse recreation experience and to extend this first initiative to a wider number of Pearland residents.. These could include: ® Trails around the pond at the Southwest Environmental Center Cl Outdoor learning Center at the SWEC/along Mary's Creek Extension of the trail corridor eastward to Independence Park ® Extension of the trail to connect to the YMCA U Extension of the Magnolia corridor trail to other neighborhood sites U Indoor Grant potential for a Nature Center at SWEC ® Trails around detention basin/multi purpose facilities K.
