A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND,
TEXAS, APPROVING WORK AUTHORIZATION #3 SUPPLEMENT #9 FOR
VEGETATIVE BOTTOM DESIGN SERVICES ASSOCIATED WITH THE
PEARLAND MOBILITY AND DRAINAGE BOND PROGRAM (WEST
MARY'S CREEK DETENTION FACILITY).
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That certain contract by and between the City of Pearland and Turner,
Collie and Braden, Inc., ("T C & B) for Program Management of the Pearland Mobility and
Drainage Bond Program was authorized by the City Council on December 10, 2001.
Section 2. That T C & B has developed work authorization #3 Supplement #9,
which is attached hereto as Exhibit "A".
Section 3. That work authorization #3 Supplement #9 for vegetative bottom
design services associated with the West Mary's Creek Detention Facility is hereby
approved.

This Work Authorization is made pursuant to the terms and conditions of the Pearland
Mobility & Drainage Bond Program, hereinafter identified as the "Contract", entered into
by and between the City of Pearland ("City"), and Tumer Collie & Braden Inc.
("Engineer).
PART 1. Work Authorization No. 3 is related to West Mary's Creek Detention Facility.
The Engineer will perform Design Services under this Authorization.
PART 2. The maximum amount payable for services under this Work Authorization No.
3, Supplement No. 9 is $27,646.00. This amount is based on the attached fee schedule
for Mary's Creek Detention Pond Vegetative Bottom Design attached.
PART 3. Payment to the Engineer for the services established under this Work
Authorization Supplement No. 9 shall be "Lump Sum".
PART 4. This Work Authorization No.3 Supplement No. 9 shall become effective on
April 14, 2004 and shall terminate on November 12, 2005, unless extended by a
supplemental work authorization.
PART 5. This Work Authorization does not waive the parties' responsibilities and
obligations provided under the contract.
PART 6. This Work Authorization is hereby accepted and acknowledged below.

Subject: W. Mary's Creek Stormwater Detention Basin Planting Design Scope
In response to your request for a proposal for environmental services for W. Mary's Creek
Stormwater Detention Basin the following applies. Environmental services will provide
wetland planting design development and assistance with construction documents and
planting specifications, planting observation, post-planting monitoring, and site
management oversight. In-office work will involve design development and preparation of
planting documents and associated planting specifications. These in-office activities should
be followed with our participation in the construction phase by providing supervision at
various times during planting. Post-construction or post-planting services should follow
with monitoring and some involvement with site management, until the desired plants are
established. Our proposed scope of work then is as follows:
Scope of Work
Task A. Pre-Planting Services
Site Evaluation
TCB's Wetland Specialist will prepare conceptual plan evaluate it against current site
conditions to determine the technical feasibility of incorporating specific plant species and
the basin excavation, particularly how they relate to the proposed grading, drainage, and soil
conditions. Various site aspects will be evaluated to determine the appropriate conditions to
support wetland plants and other aspects of a concept plan.
Design Development and Construction Documentation
Information will be gathered during this task to include existing site/soil conditions,planned
or excavated topography of the basin; indications of proposed high, normal, and low water
levels, and the proposed 100-year floodplain line. This information will be incorporated into
final wetland planting plans. This task would include design development of any required
energy dissipating features, debris control features, and sideslope stabilization plantings, as
necessary. A grading plan will not be a part of this work,however,we will require the basin-
grading plan for review and incorporation into design development of a basin-planting plan.

Our experience has been that "as-built" plans will also be necessary. A plant list with
quantities will be prepared. We estimate 40 man-hours for design development.
Construction Documents
Following design development of a planting plan, documentation for bidding and planting
will be prepared. This documentation includes a planting plan with planting specifications.
Specifications reflecting appropriate site preparation work; soil amendments, if necessary;
fine grading; temporary and permanent seeding and planting;plant size, condition, quantities,
and planting instructions including temporary irrigation are included with this work.
Task B.Planting Phase Services
Coordinate Plant Material Acquisition
The degree of wetland planting success in providing the intended functions as well as
addressing the visual quality aspects of the basin will be dependent upon the use of specific
native plants in various plant communities proposed: wetland, prairie, and riparian. TCB's
Wetland Specialist will assist the client and work with a planting contractor on ordering,
acquiring, and inspecting the plants prior to installation.
Planting Observation
TCB's Wetland Specialist will provide observation, coordination, inspection, and provide
recommendations for approval at various stages of the planting. This involves on-site
coordination and identification of areas suitable for wetland plants/seed, observation of
wetland plant handling, seeding and planting, and recommendations for approval of rough
grading, fine grading, and final acceptance of planting/seeding.
Planting observation would be provided by one person, on-site, during portions of the basin
construction and planting for an estimated four visits: 1) on-site coordination and
identification of areas suitable for wetland plants, 2) observation and recommendation of
approval of rough grading prior to wetland planting, 3) observation of wetland plant
placement, and application of temporary erosion control seeding/cover 4) observation of
wetland seeding and planting and involvement with final planting/seeding inspection and
recommendation of approval. Depending upon construction work progress, each visit is
anticipated to last one day. .

Task C. Post-Planting Phase Services
Develop Monitoring and Site Management Program
A monitoring and management program will be prepared to aid in the success of the planting.
Post-planting site information will be collected and evaluated to determine the level of
success and make recommendations for site management activities. The planting
specifications should indicate the planting contractor is responsible for plant survival and any
required site maintenance work or plant replacement during a warranty period. TCB's
Wetland Specialist will provide oversight and recommendations to the client and planting
contractor regarding management activities. The various management activities will be
defined, based on post-construction and planting conditions. We estimate 47 man-hours will
be required to put together a program specific to the site. This estimate of time reflects a
scope of work, which includes specifying the various monitoring activities. Monitoring
program activities will identify when site visits should be undertaken to determine whether
adequate hydrology, and a predominance of planted species are present and obtaining the
intended coverage.
Site Monitoring
TC&B will provide monitoring of the planted areas for feedback to the client and coordinate
with site management activities being provided by a planting contractor. Monitoring will
involve a site visit to determine whether wetland hydrology, and a predominance of planted
species are present and obtaining the required coverage. If appropriate wetland conditions
are not developing as planned, then recommendations for improvements will be made to the
client at that time. .
