A Resolution of the City Council of the City of Pearland, Texas, authorizing the
City Manager or his designee to enter into a Master Services Agreement, Task
No. 2 with Ardurra Group LLC, in an amount not to exceed $64,321.00, for
Owner's Representative Services associated with the Advanced Metering
Infrastructure Water Meter Change Out Project.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That certain Master Service Agreement, a copy of which is attached hereto as
Exhibit "A" and made a part hereof for all purposes, is hereby authorized and approved.
Section 2. That certain Task Order No. 2, a copy of which is attached hereto as Exhibit "B"
and made a part hereof for all purposes, is hereby authorized and approved.
Section 3. That the City Manager or his designee is hereby authorized to execute and
the City Secretary to attest a Master Service Agreement.

Ardurra Group, LLC (Ardurra) is excited to have the opportunity to submit this proposal to the City of
Pearland to provide professional engineering services in conjunction with the subject project.
Please find the attached Exhibit 1A -Scope of Services which provides the detailed description of
engineering and professional services for assistance in procuring Advanced Metering Infrastructure
(AMI) for the water distribution system. These improvements are necessary to improve water
accountability as required by the TWDB as a condition of funding the Surface Water Treatment Project.
These services generally include development of a Request for Expression of Interest (RFEI), reviews and
meetings, site visits, development of an RFP, and subsequent recommendation of award assistance.
Based on the scope of services included in Exhibit 1A, we propose to complete the work under a
maximum not to exceed basis in the amount of $64,321.00 as shown in the task breakdown on Table A-
1. Also, please find the attached level of effort tabulation and the anticipated completion schedule.

The Engineer will execute tasks necessary to perform Owner's Representative duties and
responsibilities for planning and development activities related to the proposed surface water
treatment plant (SWTP) for the City of Pearland as defined in this Task Order. The tasks associated
with these engineering services is separated into the following services and tasks:
1. Advanced Metering Infrastructure (AMI) Procurement Assistance
2. Project Management Services
1. ADVANCED METERING INFRASTRUCTURE (AMI) ASSISTANCE
The City of Pearland desires to undertake the engineering and procurement process for a fixed
base Advanced Metering Infrastructure (AMI) water meter and metering reading system. The
process is intended to achieve an AMI metering and reading structure that will primarily reduce
water loss, increase metering efficiency, improve customer service, and provide more water use
data that will ultimately be connected to an overall real time water system infrastructure. The
engineering tasks for this work include the following:
1.1. Conduct a kick-off meeting with city staff (projects, engineering, public works, utility
billing, IT, and other related City departments) and receive relevant input to identify goals
and objectives.
1.2. Work with city staff to identify the inventory and survey of existing meter installations and
identify all meters desired to be replaced under the AMI program. Receive input and
identify the existing City communications network that can be utilized or upgraded for the
purpose of AMI.
1.3. Request for Expression of Interest (RFEI)
1.3.1. Work with City staff to develop a 3 -page Request for Expression of Interest
(RFEI) that establishes the goals and objectives of the AMI program. RFEI to be
advertised to interested parties and shall indicate that respondents shall be
granted confidential meeting with City staff and Owner's representative.

1.3.2. Review submitted RFEI's.
1.3.3. Meet with City staff and RFEI respondents (up to four respondents and one
meeting per respondent).
1.4. Work with necessary City departments and based on RFEI submittals and meetings with
AMI system providers, determine advantages and disadvantages of various systems with
respect to:
1.4.1. Implementing solid state meter technology
1.4.2. Ability of system to handle multiple purposes
1.4.3. Effective reading range (both flow and communication with hub or centralized
communications network)
1.4.4. Required reading components
1.4.5. Upgradeability
1.4.6. Maintenance requirements and costs
1.4.7. Warranty
1.4.8. Technical support
1.4.9. Software capabilities including required integration to City's financial/billing and
Public Works asset management systems
1.4.10. Data transmission technology
1.4.11. Costs
1.5. Evaluate the requirements for integration of selection AMI system with the City's existing
billing software as well as integration into other systems such as SCADA for major water
meters and in -system meters.
1.6. Make two site visits, along with City personnel to view the operation of the preferred
technology identified.
1.7. Meet with City staff to finalize list of acceptable vendors/suppliers to be included in the
RFP.

1.8. Prepare a single RFP for the AMI system in accordance with TWDB procurement rules and
regulations for eligibility with the City's DWSRF program. RFP will include furnishing
standard meter types, layouts, communication systems, software, and all other items for
turnkey installation.
1.9. Assist the City during the proposal period and issue addenda if necessary.
1.10. Assist the City in reviewing and recommending award.
1.11. Construction phase services are not included in this Task Order.
2. PROJECT MANAGEMENT SERVICES
2.1. Coordinate with staff and project personnel to complete project tasks and meet project
objectives;
2.2. Engineer will conduct monthly progress meetings throughout the project with City staff to
review work completed to date, project schedule, and other issues. Engineer will provide
appropriate and necessary documentation;
2.3. Coordinate and lead/conduct project workshops needed throughout the course of the
project and prepare agendas, materials, exhibits or coordinate production of same as
necessary to execute required tasks;
2.4. Develop and maintain a project schedule with detailed milestones;
2.5. Generate monthly status reports and preparation of invoices to be submitted together for
review and approval;
2.6. Provide quality control reviews and technical reviews of all evaluations and
recommendations, technical memoranda, and reports, and;
2.7. Work with City Project Manager (and other designated City personnel) to coordinate City
reviews of work products. Work with internal project team to document and incorporate
City comments.
2.8. Coordination with TWDB for obtaining approvals and exceptions specific to the AMI
project.
