A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND,
TEXAS, APPROVING WORK AUTHORIZATION #1 SUPPLEMENT #14
FOR CONTRACT MANAGEMENT SERVICES ASSOCIATED WITH THE
PEARLAND MOBILITY AND DRAINAGE BOND PROGRAM (YOST ROAD
PROJECT).
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That certain contract by and between the City of Pearland and Turner,
Collie and Braden, Inc., ("T C & B) for Program Management of the Pearland Mobility and
Drainage Bond Program was authorized by the City Council on December 10, 2001.
Section 2. That T C & B has developed Work Authorization #1 Supplement #14,
which is attached hereto as Exhibit "A".
Section 3. That Work Authorization #1 Supplement #14 for contract management
services associated with the Yost Road Project is hereby approved.

WORK AUTHORIZATION NO. 1
SUPPLEMENT NO. 14
This Work Authorization is made pursuant to the terms and conditions of the Pearland
Mobility & Drainage Bond Program, hereinafter identified as the "Contract," entered into
by and between the City of Pearland ("City"), and Turner Collie & Braden Inc.
("Engineer).
PART 1. Under Work Authorization No. 1, Supplement No. 14 the Engineer will
perform Construction Administration Services for Yost Boulevard Improvements Project.
PART 2. The maximum amount payable for services under this Work Authorization,
Supplement No. 14 is $106,229.00. This amount is based on the attached Exhibit"A"
which provides a man-hour distribution by task.
PART 3. Payment to the Engineer for the services established under this Work
Authorization Supplement No. 14 shall be "Reimbursable."
PART 4. This Work Authorization Supplement No. 14 shall become effective on June
23, 2004 and shall terminate on November 12, 2005, unless extended by a supplemental
work authorization.
PART 5. This Work Authorization Supplement No. 14 does not waive the parties'
responsibilities and obligations provided under the contract.
PART 6. This Work Authorization Supplement No. 14 is hereby accepted and
acknowledged below.

CONSTRUCTION ADMINISTRATION SERVICES
A. General

The services to be provided by the Program Manager under this Agreement are to be
the services as defined in this Agreement and those indicated in Section IV
"Construction Phase Engineering Services" and "Attachment A-5" "Detail of
Construction Administration Activities." However, while the Program Manager shall
observe the construction contractors' work in the field (with a degree of care and skill
commensurate with professional standards) the Program Manager shall have no duty
or obligation to supervise, direct, or control the construction contractors' work.
Pre-Bid Activities
The Program Manager will contact potential bidders and distribute Bid
Documents and Addendums through the TCB Bid Center.
2. Familiarize assigned personnel with plans and specifications.

The Program Manager will with City Staff schedule the mandatory Pre-Bid
Conference. The Program Manager will preside at the mandatory Pre-Bid
Conference, maintain a record of potential bidders attending, describe the
project to the attendiees and respond to all requests for clarifications of the
Bid Documents.
Pre-Construction Activities
After City Council action to award a Construction Contract, the Program
Manager will prepare the Contract Documents. Upon execution of the Contract
Documents by the City and the Contractor the Program Manager will hold a Pre-
Construction meeting and issue a Notice to Proceed on the Owner's behalf.
2. Review staking procedures and responsibilities with field personnel.

Review sources of materials submitted by the Construction Contractor and
interface with a subconsultant testing laboratories under contract to Program
Manager to ascertain tests required and to define responsibilities and
schedules. Establish methods of documenting materials and review
procedures covering acceptance or rejection of materials. Delineate steps for
retesting, reworking, replacement, and reverification of materials should test
results indicate that the material should be rejected.
Construction Control Surveys
Construction control surveys will be provided for the contractor's use by the Project
Engineers

The Program Manager will schedule monthly (or more frequently if necessary)
construction progress meetings with the Contractor and City Staff. The purpose of
the progress meeting will be to review the current status of the project including:
schedule, delays, problems, design issues and any other unresolved items relating to
the construction project.
Field Observation
The City of Pearland will furnish field observation of workmanship and materials on-
site and elsewhere to determine conformity of work to the plans and specifications.
An independent testing laboratory will be placed under Subconsultant contract and be
engaged by the Program Manager to perform the usual on-site and off-site laboratory
tests on construction materials and to provide plant inspection. The laboratory-
preformed work will include inspection of Portland cement and aggregates; concrete
mix design; making, curing, and testing concrete cylinders and beams; quality control
of concrete batch plant; asphaltic concrete mix design and quality control; inspection
of concrete pipe, piling, prestressed beams, structural and reinforcing steel, and
prestressing wire; and the customary tests necessary for embankment, base course,
and backfill construction. The Program Manager will review mill and shop
inspections and field and laboratory test performed by the subconsultant Testing
Laboratories under contract to Program Manager.
Change Orders
Prepare and issue change orders or supplemental agreements. Preparation of plans
and specifications required for change orders and supplemental agreements are a part
of this Agreement.
Pay Estimates
Prepare partial and final pay estimates for construction work performed.
Reports
Make construction activity reports and other reports necessary to monitor
construction progress.
Record Drawings
Prepare marked-up prints as construction progresses, based upon information
supplied by construction contractors, for use in preparing record "as built"
drawings.
2. The Program Manager will prepare Record Drawings based on the record
construction plans maintained by the on-site inspector.
Administrative Items
1. Copies of executed construction contract documents and other related items.

Prepare standard forms for all required reports, estimates, change orders, and
other similar or related items.
Monitor the status of shop drawing review as performed by Project Engineers
for completion on a timely basis and in accordance with established
construction schedules. Project Engineers shall provide reviewed shop detail
and construction drawings (as prepared by construction contractors) and will
include structural steel details, reinforcement details, form details,
cofferdams, and details for all other necessary items in sufficient detail to
assure that materials furnished are of proper strength and size and conform to
the plans and specifications.
Prepare and monitor construction schedule and cash flow model on a monthly
basis.
