1998-01-19 CITY COUNCIL PUBLIC HEARING MEETING MINUTESMINUTES OF A PUBLIC HEARING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, HELD ON JANUARY 19, 1998, AT 6:30 P.M., IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. The meeting was called to order with the following present: Mayor Mayor Pro -Tem Councilmember Councilmember Councilmember City Manager City Attorney City Secretary Tom Reid Helen Beckman William Berger Richard Tetens Larry Wilkins Paul Grohman Amy McCullough Young Lorfing Others in attendance: Project Coordinator Alan Mueller; Planning and Community Development Director Dennis Smith; Director of Finance David Castillo; Parks & Recreation Director Ed Hersh; Assistant City Attorney Darrin Coker; and Advanced Intern Ruby Perez. Absent: Councilmember Kevin Cole. PROPOSED ANNEXATION (COUNTY ROAD 403 AREA) To consider the proposed annexation of approximately 624 acres of land located in the Allison Richey Gulf Coast Home Company Subdivision Section 4 according to the plat thereof filed in Volume 2, Page 99 Brazoria County Plat Records, T.C.R.R. Survey Abstract 675; Allison Richey Gulf Coast Home Company Subdivision according to the plat filed thereof filed in Volume 2, Page 107 Brazoria County Plat Records, H.T. & B.R.R. Company Survey Section 85, Abstract 304; Allison Richey Gulf Coast Home Company Subdivision, Section 20 according to the plat thereof filed in Volume 2, Page 23 Brazoria County Plat Records, H.T. & B.R.R. Company Survey Abstract 506; and out of J.W. Maxey Survey Abstract 721 Brazoria County, Texas. STAFF REVIEW OF PROPOSED SERVICE PLAN Project Coordinator Alan Mueller presented the location of the proposed annexation and gave a summary of the Service Plan. CITIZEN COMMENTS Thomas Kidd, Sterling Drive, addressed Council and stated that he feels that he is being taxed without representation. He further stated that there are a lot of other areas that are not annexed between his property and downtown Pearland. Mr. Kidd also stated that Page 1 of 2 - 1/19 it seems to him that the city is annexing only the areas that offer the least amount of -- resistance with the most amount of revenue. Mr. Kidd expressed his concerns about the Council and Brazoria County Appraisal District increasing everyone taxes. He explained in detail the various taxes he pays. COUNCIL/STAFF DISCUSSION Project Coordinator, Alan Mueller, addressed Council and stated that all of the notices and public hearings have been conducted in accordance with the state law. He further stated that the city mailed out information letters to the residents who live in the proposed annexation area, and the city has also conducted informational meetings regarding the proposed annexation which is not required by state law.
