R2004-166 10-11-04 RESOLUTION NO. R2004-166 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, SUPPORTING LEGISLATIVE ACTIONS DESIGNED TO CONTRIBUTE ADDITIONAL TRANSPORTATION FUNDING FOR THE HOUSTON REGION. WHEREAS, the Texas Transportation Institute reports that Houstonians spend an extra 55 hours per year in traffic due to congestion; and WHEREAS, traffic congestion threatens our safety, our economic vitality and our quality of life; and WHEREAS, projections by the Houston-Galveston Area Council (H-GAC) indicate that if current spending levels remain constant, there will be a $16 billion funding deficit between now and 2025 and; WHEREAS, additional revenue is needed from various sources to fund a growing multimodal transportation system now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. To correct a serious deficiency in transportation funding which has resulted in a deterioration of mobility over the past decade, the City of Pearland joins with the Greater Houston Partnership to support the following state legislative actions which will contribute critical additional transportation funding for the Houston region: · Amend the state constitution to: o Limit education funding to the Available School Fund (ASF) from the state motor fUel tax to an amount not to exceed the current contribution level of 5 cents per gallon; RESOLUTION NO. R2004-166 day of o Direct all new revenue resulting from any future statewide motor fuels tax rate increase to the State Highway Fund 006; Stop transportation taxes from being diverted toward non-transportation expenditure items; Enact legislation to index the motor fuel tax to the rate of inflation; Enact legislation to increase the statewide motor fuel tax rate only if all diversions are capped first, and; Enact legislation permitting local entities to enact a local option transportation tax (LOTT).
