R2004-158 09-27-04 RESOLUTION NO. R2004-158 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS SELECTING THE JOHN LIZER/MAGNOLIA/SOUTHFORK CORRIDOR FROM PEARLAND PARKWAY TO SH 288 FOR DESIGN AND CONSTRUCTION AS A SECONDARY THOROUGHFARE. WHEREAS, the 2001 Mobility Bond Program anticipated construction of Bailey Road from SH 35 to SH 288, WHEREAS, following approval of the 2001 Mobility Bond Program, the preliminary engineering estimates indicated the updated cost for Bailey Road would substantially exceed the original estimates, causing the project to be unaffordable within the 2001 Mobility Bond program, WHEREAS, the City has completed a preliminary investigation of the John Lizer/Magnolia/Southfork corridor as an alternative east-west thoroughfare to be developed under the 2001 Mobility Bond Program, WHEREAS, the City Council appointed a citizens "Communication Committee" for the John Lizer/Magnolia/Southfork corridor to receive input and disseminate information regarding the proposed corridor, WHEREAS, City staff and consultants met seven times with the Communications Committee between December 2003 and August 2004 and the City Council held two joint workshops with the Communications Committee, WHEREAS, the City Council acknowledges and appreciates the contributions of the Communications Committee and has endeavored to be responsive to the concerns of the Communications Committee, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: RESOLUTION NO. R2004-15R Section 1. That the City Council hereby selects the John Lizer/Magnolia/Southfork corridor from Pearland Parkway to SH 288 for design and construction as a Secondary Thoroughfare, as defined in the City of Pearland Comprehensive Plan, utilizing funds from the 2001 Mobility Bond Program. It is expressly understood that this action does not remove Bailey Road as a Major Thoroughfare from the City's Comprehensive Plan, but merely reallocates the current funding authorization to the John Lizer/Magnolia/Southfork corridor. Section 2. That the City Council hereby reaffirms its support for funding of the "Reduced Scope" Bailey Road improvements plan under the proposed Brazoria County Mobility Bond Program in accordance with the City participation proposal contained in Resolution 2004-157 Section 3. The City Council hereby reaffirms its intent to allocate an amount no greater than the difference between the estimated cost of the John Lizer/Magnolia./Southfork project and the remaining funding allocation for the original Bailey Road project (estimated to be $9.1 million) for miscellaneous safety improvements along existing Bailey Road from Veteran's Drive to CR 90, with an emphasis on the Veteran's Drive to FM 1128 segment. Such miscellaneous safety improvements may include, but are not limited to, shoulders, widened lanes, turning lanes, multi-way stops, traffic signals, guard rail, pavement markings, signage, and/or lighting. Section 4. That the City Council hereby reaffirms its intent for John Lizer/Magnolia/Southfork to not be designated as a through truck route; for the speed limit to be 35 miles per hour; and reaffirms the conclusions from the August 30, 2004, workshop as documented in Exhibit A. 2 RESOLUTION NO. COKER CITY ATTORNEY 3 Summary of the City Counci Co~ mmunications Committee Workshop August 30, 2004 Magnolia Alignment in Ryan Acres Area City Council was concerned with minimizing the impact on all residents, incorporating plans for the new PISD campus, and minimizing potential utility conflicts. The final consensus was to investigate an additional alternative using a 90-foot right of way section, which would entail an additional five feet of right of way from each side. Attempts will also be made to incorporate schematic site plans for the new PISD campus, if available, and to provide left turn and right turn lanes for the campus. Due to the constrained right of way width, staff will investigate placing the sidewalk behind the right of way line adjacent to the PISD property. Closure of Ryan Acres Drive City Council reaffirmed support to include the cul-de-sac with emergency access in the final schematic, with the caveat that alternative means of traffic calming may still be considered before a final design decision is made. City Council stated their belief that some form of traffic calming would be necessary. Landscaping/Amenities City Council reaffirmed support for the use of landscaping, berms, fences, or similar "soft" features to offset the effects of increased traffic and noise in specific sensitive areas. City Council also expressed interest in providing landscaping in keeping with the standard set on Pearland Parkway. The intent will be to include a landscape architect on the design team. The Mayor also left open the possibility to reanalyze noise issues in a post-construction phase. Number of Lanes The consensus of the City Council was to construct all four lanes on Magnolia/Southfork for the entire length. Commitment to the Bailey Road Proposal in the County Mobility Bond Progrm~, City Council reaffirmed their support for the City's proposal within the Brazoria County Mobility Bond Program for a "reduced scope" Bailey Road project that consists of the elements shown in the following table: "Reduced Scope" Bailey Project Segment lmnding 1. Construction of the SH 288/CR 101 (Bailey) interchange. Construction - TxDOT Design - City 2. Construction ora four lane concrete boulevard from SH 288, County Road Bonds connecting to the existing end of pavement in Silvercreek. 3. Miscellaneous safety improvements between Veterans Drive and CR City Road Bonds & 90, with an emphasis on the Veterans-FM 1128 segment. The road Roadway Impact Fees would remain a two lane asphalt facility at this time. 4. Construction of a two or four lane railroad overpass and concrete road Economic between SH 35 and Veteran's Drive. Development Corp. If TxDOT funding for Segment 1 can be secured, a majority of City Council Members also expressed their strong desire to find a funding solution for Segment 2 (estimated to cost approximately $4.2 million) regardless of the outcome of the county bond referendum in November. City Council also indicated a desire to vote on their formal support for "reduced scope" Bailey project (and the Brazoria County Mobility Program) concurrently with their vote on selection of funding for the Magnolia/Southfork project from the current City Bond Program. Miscellaneous Bailey Road Improvements City Council indicated support for staff to solicit an engineering proposal to begin investigation of the miscellaneous safety improvements for Segment 3 of the "reduced scope" Bailey project. Staff will proceed. Date for Adoption City Council indicated support for formal votes on these topics as soon as September 13, provided that a revised schematic for the Ryan Acres area could be prepared prior to that date. Other Issues · City Council indicated support to reevaluate the signal warrant study for the Southfork/Silvercreek. Additional build out projections will be obtained as a basis for the growth assumptions in the study. · City staff confirmed that traffic signals would be a galvanized steel mast arm design.
