A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF PEARLAND, TEXAS, AUTHORIZING THE
CITY MANAGER OR HIS DESIGNEE TO
SUPPORTING SEAWATER DESALINATION
PLANT IN FREEPORT.
WHEREAS,

WHEREAS,
reliablesuppliesof
Fort Bend and Brazoria counties are experiencing
in population and economic activity; and
both sustainable growth and quality of life are dependent on
water; and
WHEREAS, communities in these counties face mounting restrictions on
groundwater use necessary to control and prevent subsidence; and
WHEREAS, new demand for water from the Brazos River continues to
increase; and
WHEREAS, advances in technology have made desalination of seawater
cost-competitive with other new water supply development alternatives; and
WHEREAS, the Gulf of Mexico is a drought-proof and convenient source
of water; and
WHEREAS, the Brazos River Authority has undertaken a thorough
analysis of water supplies and demand through 2060 and costs of providing
water from all possible sources; and
WHEREAS, the Brazos River Authority has proposed a public-private
partnership with Poseidon Resources to construct and operate a seawater
desalination plant in Freeport; and
WHEREAS, this project will significantly benefit the entire region by
bringing as much as 25 million to 50 million gallons per day of new drought-proof
water supply to the area, has potential for a $125 million investment from the

private sector, and will help meet the long-term sustainable development needs
of the region;
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND,
TEXAS:
Section 1. That the City of Pearland supports development of the
Freeport Seawater Desalination Project.
Section 2. That the City of Pearland deems water produced from the
seawater desalination plant as a viable option for meeting its long-term needs
and considers desalinated seawater at reasonable rates to be an important part
of its future water supply strategies.
