R2004-116 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO MAKE APPLICATION FOR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS ASSOCIATED WITH THE CITY'S 2004 PUBLIC FACILITIES APPLICATION. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That the City Council hereby authorizes the City Manager or his designee to make application for Community Development Block Grant Funds associated with the City's 2004 Public Facilities Application. COKER CITY ATTORNEY Below are responses to questions asked on the Brazoria County 2004 Public Facilities Application. The responses are detailed as required and are numbered to correspond with the questions as they appear on the application. 1. Narrative description of project The City of Pearland proposes to expand the 4,500 sq ft, Knapp Senior Center located at 2425 Grand Avenue. The facility houses the City's senior citizen programs and provides its visitors with a place to socialize. The City of Pearland took over the activities at the facility in November of 2002 and automatically saw an increase in attendance. At the time 530 people attended the facility and 105 participated in programs monthly. As Pearland's population of senior citizens grows the facility that houses daily activities for this population must also grow. To date, 1,000 people visit the center and 1,200 participate in programs monthly. The facility is open Monday through Friday from 8 a.m. to 3 p.m. In its current state, it provides an array of services but is working with limited space and must have several activities take place in one room simultaneously. It also has a kitchen area and library area. The renovation and expansion will create more rooms for activities including exercise rooms and education rooms. It will allow for a computer technology center and a lounge area. As well, additional office space will be created for the members of the staff that manage the facility's programs. 2. Need for proposed project A multi-purpose room provides space for several activities including, dining, television and lounge area, computer usage, exercise classes, and exercising using equipment. The activities occur in the same room concurrently. By expanding the current facility to 8,500 sq. ft., rooms for all of the center's activities will be added and allow activities to be more enjoyable by occurring in areas designed specifically for that activity. Monthly, 1,200 people participate in activities at the Knapp Center. This number of visitors is more than double the amount of monthly visitors the Knapp Center received two years ago and is expected to continue to grow. Pearland is Brazoria County's fastest growing city. The expansion will provide room for the growing senior citizen population of Pearland to participate in activities at the City's Senior Center. A new, larger facility will allow room for scheduled activities and classes will be better able to accommodate the Knapp Center's growing number of visitors. It will also allow for a facility with accessible leisure services for Pearland's senior citizen population.
