R2004-109 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, URGING THE TEXAS CONGRESSIONAL DELEGATION TO REQUEST AND SUPPORT FUNDING FOR THE U.S. ARMY CORPS OF ENGINEERS ("CORPS") GENERAL REEVALUATION REPORT ON CLEAR CREEK FOR THE FISCAL YEAR 2005. WHEREAS, the City of Pearland is located in northern Brazoria, and Harris, and Fort Bend Counties; and WHEREAS, Clear Creek is a major drainage artery that carries floodwaters through Brazoria, Galveston, and Harris Counties to Galveston Bay; and WHEREAS, the City of Pearland and other parts of northern Brazoria, Galveston and Harris Counties have been severely effected by structural and non-structural flooding along Clear Creek for over 20 years; and WHEREAS, the population explosion that has northern Brazoria, Harris and Galveston Counties occurred in recent years in has greatly impacted the effectiveness of waterway and drainage facilities in this area; and WHEREAS, the U.S. Army Corps of Engineers (Corps) Galveston District's General Reevaluation and Review of the Clear Creek Project is currently in progress; and WHEREAS, the U.S. Army Corps of Engineers (Corps) Galveston District needs $1.2 million to continue the project in Fiscal Year 2005; and WHEREAS, FY 2005 Proposed Presidential Budget presented to the U.S. Congress does not include the $1.2 million necessary for the continuation of the Clear Creek Project General Reevaluation and Review. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That the City of Pearland hereby supports the funding and completion of the aforementioned General Revaluation and Review of the Clear Creek Project. Section 2. That the City of Pearland hereby strongly encourages the Texas Congressional delegation to request and champion the allocation of $1.2 million for the General Reevaluation and Review of the Clear Creek Project in the FY 2005 Energy and Water Appropriations Bill in an effort to complete the report and to protect the health, safety, and welfare of the citizenry in the Counties of Brazoria, Galveston and Harris.
