R2016-184 Pearland Fire Department PURVIS Fire Station Alerting System STATEMENT OF WORK & PRICE QUOTE PURVIS FIRE STATION ALERTING SYSTEM FOR PEARLAND FIRE DEPARTMENT 1.0 Scope Pearland Fire Department (PFD) seeks the configuration and implementation of an IP -based solution for an automated Fire Station Alerting System (FSAS). This system must interface with Cypress Creek Communication Center's existing INFOR EnRoute CAD system utilizing the INFOR EnRoute interface to the PURVIS FSAS Application Programming Interface (API) to automatically transmit voice call detail over Cypress Creek's existing Motorola Radio System and IP -based alerts to the two PFD fire stations currently using the PURVIS FSAS over the existing PFD IP network. PFD Stations 2 and 3 are currently receiving IP based alerts from the Harris County Emergency Corps (HCEC). PFD is expected to transition from HCEC to Cypress Creek to provide Dispatch Center operations in December 2016. 2.0 Task Description PURVIS will provide Pearland Fire Department with the PURVIS Fire Station Alerting SystemTM (PURVIS FSASTM) and PURVIS will perform the following tasks in support of the system implementation. Task A. FSAS Procurement. Assembly and Configuration. PURVIS will procure and assemble PURVIS FSAS Dispatch equipment for the Pearland Fire Department. All system design and software components will be based on the current PURVIS FSAS Central Server, Dispatch Management (DM) Console and Radio Interface Unit (RIU). No new custom software development or new software functionality is included with this implementation. PURVIS FSAS Hardware: The following PURVIS FSAS hardware will be delivered to the Pearland Fire Department: PURVIS FSAS Hardware Item Central Server DM Console Radio Interface Unit — Two (2) Channel RIU Cable Kit — 1U Totals 1 1 All delivered hardware will be powered by an Uninterruptible Power Supply (UPS) provided by Cypress Creek. PURVIS Quote No. PC2017-35 Company Proprietary PVRVIS SYSTEMS 1 C O R P O R T E D Pearland Fire Department PURVIS Fire Station Alerting System PURVIS FSAS Software Licenses: The following PURVIS FSAS software licenses will be granted to Pearland Fire Department: • Dispatch Center o PURVIS FSAS Central Server Software (perpetual license) - (1) o PURVIS FSAS Central Server TTS Voice Module Software License (perpetual license) — (1) o PURVIS FSAS Central Server Database Software (perpetual license) - (1) o PURVIS FSAS Application Programming Interface (API) (perpetual license) - (1) o PURVIS FSAS Dispatch Management Software (perpetual license) - (1) PURVIS will configure the PURVIS FSAS Central Server, DM Console, and Radio Interface Unit, to meet the System Technical Requirements and Design Topology provided below. SYSTEM TECHNICAL REQUIREMENTS The following PURVIS FSAS components are required for Pearland Fire Department at the Cypress Creek Communications Center: 1. PURVIS FSAS Central Server ( Qty 1) a. The delivered system includes one (1) Central Server. The server maintains a central repository of all configuration and connection information. Additionally, the PURVIS FSAS Central Server is responsible for maintaining communication with all critical PURVIS FSAS software and hardware components. As such, the server continuously communicates with the 1NFOR EnRoute CAD server via the PURVIS API, with the PURVIS FSAS DM Console, with the PURVIS FSAS Radio Interface Unit, and with the existing Station Control Units at Fire Stations 2 and 3. Optionally, additional Central Servers can be added to the system for redundancy, either initially or at any time after system implementation. 2. PURVIS FSAS Dispatch Management Console (Qty 1) a. The PURVIS FSAS DM Console Software is a permissions -based application that continually communicates with the Central Server and provides the ability to manage, control, test, monitor, and configure the PURVIS FSAS. The delivered system for Pearland Fire Department includes one (1) DM Console software license running on an all -in -one touch screen PC. Optionally, additional DM Consoles can be added to the system initially or at any time after system implementation. 3. Radio Interface Unit (Qty 1) a. The delivered PURVIS FSAS includes one (1) PURVIS FSAS RIU that will broadcast automated announcements over 2 talk groups or channels on Cypress Creek's existing Motorola radio system. Optionally, additional RIUs can be added to the system initially or at any time after system implementation. PURVIS will be responsible for the conduct of system integration, verification and validation testing. As part of this testing, PURVIS will prepare an overall Acceptance Test Plan that will document these activities and document the Functional Acceptance Testing. PURVIS will update existing PURVIS FSAS test scripts to reflect the Pearland FSAS configuration. PURVIS will also conduct Functional Acceptance Testing, with Pearland Fire Department and Cypress Creek Communications Center personnel witnessing this test. PURVIS FSAS Test Scripts will be used as the basis of the Functional Acceptance Testing. Successful completion of Acceptance Testing will constitute system acceptance. Task C. Proiect Management Services. PURVIS will provide project management services in support of the procurement, assembly, configuration, testing and integration of the PURVIS FSAS into Pearland Fire Department and the Cypress Creek Communications Center. PURVIS will provide services to coordinate, lead, monitor and report all project activities. Services include scheduling, status reporting, coordinating activities of vendors, identifying Pearland Fire Department, Cypress Creek Communications Center and other agency dependencies, and ensuring completion and acceptance of all activities. Task D. Training. In support of the FSAS implementation, the PURVIS Team will provide the following training on-site at the Cypress Creek Communications Center or PFD designated area. • Training Course for Dispatchers, Supervisors, and Systems Administrators. The following training modules will be provided in a "train the trainer" format for up to ten (10) personnel. They will be conducted in a combined training session with duration of approximately one hour. One session will be provided. o FSAS Familiarization Training Module (30 minutes). o FSAS DM Console Training Module (30 minutes). Task E. Warrantv/Maintenance. PURVIS will provide a Warranty on the Central Server, Dispatch Management Console, and Radio Interface Unit parts and labor for a period of one year from final system acceptance by Pearland Fire Department. Annual Maintenance is an option that may be exercised upon the expiration of the Warranty period, and is renewable each year. Our Warranty, Maintenance and Service program is described in the PURVIS FSAS Warranty, Maintenance and Service Agreement. A detailed project schedule will be provided to PFD prior to contract award. PURVIS shall deliver the items specified below within the identified timeframes: • Project Status Report (bi-weekly). • Project Schedule Update (monthly). • FSAS Test Report (10 working days after completion of testing). • Central Server, DM Console, and Radio Interface Unit (TBD based on final project schedule). 4.0 Assumptions The scope of this SOW is limited to the equipment, software and documentation identified within the SOW. Request to procure and/or modify any additional equipment, software and/or documentation will be considered out of scope. PURVIS has made the following assumptions in the generation of this Statement of Work: • No hardware modifications will be made to existing Pearland station hardware except for a radio interface at each station • No functional changes will be made to the existing Pearland station configuration except for the capability to monitor a radio through the FSAS audio. This monitoring will have a selectable on/off soft button on the remote touch screen at each station. • The operational model incorporated into the HCEC server will be duplicated for this implementation. Pearland Fire Department's and Cypress Creek's Role In order for PURVIS to fulfill project requirements and avoid delays, Pcarland Fire Department and Cypress Crcck will perforin the following: Pearland Fire Department and Cypress Crcck Personnel • Assign a primary point of contact for the project. • Participation of key project team members in regularly scheduled project meetings. • Ensure PURVIS has timely access to all necessary physical locations during the project. Communicate all project activities to dispatch and station personnel. • Make dispatch and fire station operational personnel available to provide operational data necessary for system configuration. Hardware Reauirements • Provide 1U of server rack space at the dispatch center for the Central Server. • Provide 1U of server rack space at the dispatch center for the Radio Interface Unit. Power Requirements • Provide two 115V, 20AMP circuits with a minimum of four outlets powered by an Uninterruptible Power Supply (UPS). Outlets will be located within 6 feet of the location of the hardware install location. Network • Provide the following firewall changes/additions (within 30 calendar days of contract award): o Configure firewall ports on the Cypress Creek Communication Center's network where the PURVIS FSAS Central Server is installed. These include the following ports: • 20100-20150 • 50100-50150 • 21,22,23,80,443,445,3389,25,587,465,110,995, 1433,5038 • Configure VPN access to Central Server (within 30 calendar days of contract award). • Provide routing on the Communications Center network to the Central Server, Radio Interface Unit and the FSAS Dispatch Management Console (within 30 calendar days of contract award). • Time sync the FSAS Central Server as part of the domain policy. • Provide network path between the Central Server and the Fire Stations (within 30 calendar days of contract award). Central Server • Create and provide domain user accounts with administrator privileges (within 30 calendar days of contract award). • Install Pearland Fire Department and Cypress Creek security software and policies (within 45 calendar days of contract award). IP Network Confiuuration (within 30 calendar days of contract award) • Provide the static WAN IP addresses as required for the FSAS Central Server and FSAS DM Console. • Provide an Ethernet TCP/IP based physical connection for the FSAS Central Server and FSAS DM Console. • Implement firewalls as required for FSAS. • Provide PURVIS with VPN remote access to FSAS. • Provide a point of contact available 24/7/365 for WAN support. CAD Interfaces • Provide electronic copy of CAD Unit and Unit Incident Data within 30 calendar days of contract award. • Provide access to a test / training CAD for the purposes of PURVIS integration testing. This includes the ability to login to the test / training CAD to generate test runs through FSAS. • CAD integration is based on INFOR integrating with the PURVIS FSAS API. Any fees that INFOR may assess Pearland Fire Department or Cypress Creek for the interface or to support the CAD interface effort are not included. The date of final system cutover will be dependent on the delivery of the CAD interface from INFOR. • Use PURVIS FSAS management tools to adjust text to speech pronunciation of addresses. • Use PURVIS FSAS management tools to maintain CAD Unit and Incident Data. • Due to the tight integration between the CAD System and the PURVIS FSAS, during implementation and during the lifecycle of systems, Cypress Creek Communications Center will coordinate scheduling of modifications of the CAD system with PURVIS. Radio • Provide 1U of rack space for the RIU installation. PURVIS Quote No. PC2017-35 Company Proprietary PURVIS YSS 1N C O R O R T E O Pearland Fire Department PURVIS Fire Station Alerting System • Provide network cabling from the PURVIS FSAS Central Server to the RIU. • Identify radio make and model number within 10 working days of contract award. • Provide a spare radio for testing within 15 days of contract award. • Provide access to radio equipment maintenance and support personnel to ensure quick and seamless integration efforts within 10 working days of contract award. • Provide one dedicated audio radio for each radio channel that will broadcast FSAS audio. Radio must be within 25 feet of the PURVIS FSAS RIU. • Provide the audio radio talk groups and/or channels that will be dedicated to the FSAS. • Provide Network connectivity and required network configuration to add RIU to the existing network that FSAS is on. Provide all network cabling. • Perform all radio or console programming changes required to support the FSAS sending/receiving automated audio over radio. This includes channel/talk group and any other custom configuration (within 45 calendar days of contract award) PURVIS will provide guidance in programming. • Maintain all radio equipment required for FSAS communications. This includes preventive maintenance, signal strength, issues resolution, software updates and other support. • Provide a single point of contact for all radio related issues. • Provide, install, configure and test a radio at each station to be used for monitoring the radio. E-mail Notifications • Supply the contact information for the individuals to be notified of system troubles via auto -generated email notifications (within 30 calendar days of contract award). Training • Ensure all personnel scheduled for training are present at schedule time(s). Warrantv/Maintenance • Provide PURVIS with remote access to the FSAS via VPN tunnel. Successful execution is defined as tests that are run with no major system problems identified. Major system problems are problems which prevent dispatches from being announced over the correct channel.
